Diplomacy-U.S. Policy for 1956-1957-
The Sinai Campaign

The U.S. government signaled it’s policy regarding Gaza during the 1956-57 Sinai Campaign, which was the first major confrontation against Israel since the 1948-49 War. 
    The Sinai Campaign was between Egypt and Israel. At the end of the war of 48’, Egypt signed an armistice agreement with Israel. In the armistice agreement, neither party was allowed to commit attacks on the other, however, Egypt violated this agreement, almost from the time it was signed, with terror attacks against Israel. The terrorism escalated until the Egyptian govt. formed a unit, based in the Sinai Peninsula, called the Fidayun. The Fidayun purpose was to attack Israel in every way possible, and it did. After seven years of consistent one-sided violence from Egypt, which eventually blocked the international Suez Canal and the Gulf of Aqaba, Israel took defense measures against the Fidayun, to save the life of its country. 
    The next day, on October 29, 1956, the Israel Ministry of Foreign Affairs put out a statement, which included: ‘’It is not Israel which sent murder gangs into Egypt. It is Egypt which week after week and month after month sent such gangs into Israel. It is not Israel which has sought to strangle Egypt’s economy and life by illegal blockade of the Suez Canal, and it is Egypt which, in its pursuit of a one-sided state of war, has done these things…Colonel Nasser [Egyptian president] has ignored his international obligations under the Constantinople Convention of 1888 and the Security Council resolution of 1 September 1951, to pen-nit free passage through the Suez Canal for the vessels of all nations at all times…Israel has done everything in its power to achieve peace with Egypt.’’ 
    After Learning of Israel’s defensive measures against the Egyptian govt.’s Fidayun in the Sinai Peninsula, the U.S. retaliated at Israel the very next day on October 30, 1956. The Israel Ministry of Foreign Affairs recorded the events: ‘’The United States asked that an urgent meeting of the Security Council be convened. The U.S. called for an immediate cease-fire and the withdrawal of Israeli troops and asked other countries to refrain from giving Israel military and economic assistance.’’ The U.S. government was well versed in the prolonged ‘’indiscriminate murder, mining and sabotage’’ [documented by Israel Min. of Foreign Affs.] by the Fidayun against Israeli citizens and targets. 
    As a permanent member on the Security Council, the United States’ duty to it’s fellow U.N. member states, is to at least ''maintain international peace and security (Israel MFA)’’. Both peace and security could only be maintained if the guerilla Fidayun were not attacking Israeli citizens and blocking the international waterways.     
    The US. Government was well aware of Israel’s predicament as the Israeli Ambassador Bean, again reminded the Security Council on November 1, 1956, the day after the U.S. made demands against assistance to Israel: ’’[Egyptian Fidayun committed] 435 cases of armed incursion, nearly 2000 cases of armed robbery and theft, 1300 of armed clashes with Egyptian armed forces, 172 cases of armed sabotage perpetrated by Egyptian military units and Fidayun in Israel. As a result of these activities, 465 of our people have been killed and wounded. In 1956 alone, so far, 28 of our people have been killed and 127 have been wounded.’’ Egypt did not hide its intent to attack Israel with the goal of annihilation. On June 12, 1951, the Egyptian representative said, ‘’We exercise our rights of war. We are legally at war with Israel. This armistice does not put an end to the state of war. It will not prohibit Egypt from exercising certain rights of war.’’ On August 31, 1955, an Egyptian official communiqué said, ‘’There will be no peace on Israel’s border because we demand vengeance, and vengeance is Israel’s death.’’ Indeed, the U.S. govt. and the U.N. member were not ignorant to Israeli’s dire distress. The United Nations Chief of Staff addressed a letter to the Israeli Foreign Minister on April 8, 1956, which was months before Israel took defensive measures against the Egyptian govt.’s Fidayun: ‘’I consider that if Egypt has ordered these Fidayun raids, it has now put itself in the position of the aggressor.’’ Essentially, this letter was stating the U.N. Chief of Staff, General Burns’ approval of Israel’s defensive position. General Burns’ approval coincides with Article 51 of the U.N. Charter: proclaiming a member states’ ‘’inherent right of self-defensive.’’

Even though the Egyptian govt. violated the armistice agreement, even though the death toll of innocent Israelis was mounting up, even though Article 51 of the U.N. Charter stated Israel’s legal right of self-defense and even though the U.N. Chief of Staff General Burns approved Israel’s position of self-defense, the U.S. govt. continued to heavily pressure Israel to lay down its defenses and withdrawal from the Sinai Peninsula and the Gaza Strip. In the eyes of the U.S. govt., Israel should not have defended its people. Israel mistakenly succumbed to U.S. pressure from President Eisenhower’s letter to Israeli Prime Minister Ben-Gurion. In his letter of March 2, 1957, President Eisenhower expressed his assumption: ‘’I was indeed deeply gratified at the decision of your government to withdrawal promptly and fully behind the armistice lines…I venture to express the hope that the carrying out of these withdrawals will go forward with the utmost speed…I believe, however, that Israel will have no cause to regret…’’ In this letter, Pres. Eisenhower did not mention the dead, murdered by the Fidayun, as if they were forgotten or perhaps not to remind Israel why they went into Gaza and the Sinai. Pres. Eisenhower continued in his letter: ‘’It has always been the view of this Government that after the withdrawal there should be a united effort by all of the nations to bring about condition in the area more stable, more tranquil and more conclusive to the general welfare than those which existed heretofore.’’ This spelled out the U.S. govt.’s policy toward Israel at that time. These ‘withdrawals’ that the U.S. govt. demanded, were only aimed at Israel to take away it’s soldier, the shield of it’s people in the Sinai and Gaza. Pres. Eisenhower is saying that if Israel alone pulls out of Gaza and the Sinai, ‘’al of the nations…in the area more stable, more tranquil.’’ This is to say, that before Israel went into Gaza and the Sinai to defend it’s people, the area was stable and tranquil? Not to demand Egypt’s withdrawal from Gaza, or Jordan’s withdrawal from Judea-Samaria [it renamed the ‘West Bank’] or Syria’s withdrawal from the Golan Heights, all of which were illegally occupied since the 1948 war? This U.S. govt. policy that ‘’Israeli withdrawals equal Middle East peace’’ is utterly unrealistic, discriminatory, and one-sided. It paints a false perception that Israel is to blame for Middle East unresolved peace. It is not Israel that calls for the annihilation of Egypt, or any other country in the world, including the Middle East countries, but it is Egypt and several other Middle East countries that have. For Israel to have a presence near the border of another Middle Eastern country or not, such as Gaza, Judea, Samaria or the Golan Heights, will not bring ‘’stability’’ or ‘’tranquility’’ for the whole Middle East. The evidence of this fact, is that several Middle Eastern countries, including Egypt, have declared through statements and actions, ‘’a continued state of war at Israel’’. However this fact, Pres. Eisenhower continued in his letter: ‘’I believe that it is reasonable to entertain such hopes and expectations…prove not to be in vain.’’ History has proved his empty words wrong. Egypt again blocked the Straits of Tiran, the international waterway in the Sinai as an act of war in 1967 and again Israel was in the same physical and economic danger. A remorseful Israeli Prime Minister, Ben-Gurion, wrote a return letter on March 8, 1957, to U.S. Pres. Eisenhower’s March 2, 1957 letter. PM Ben-Gurion wrote: ‘’we have withdrawn from the Sinai desert …and have also withdrawn from the Gaza Strip, which I profoundly believe we should not have done for both political and security reasons…we did so in large measure because of your letter of 2 March in which you expressed your conviction that ‘’Israel would have no reason to regret’’ such an action and that the ‘’hopes and expectations’’…’’would not prove groundless’’. Here, PM Ben-Gurion confesses that the lines of lives of his people were resting in the words of U.S. Pres. Eisenhower. The words, ‘’hopes and expectations…would not prove groundless [in vain]’’. The Israeli lives were based on ‘’hopes and expectations’’. This concept is very sadly, a nightmarish joke in its ridiculousness. PM Ben-Gurion, exhaustingly attempted to have U.S. Pres. Eisenhower to understandingly sympathize with the reason that Israel went into Gaza and the Sinai. PM Ben-Gurion continued in his letter: ‘’I must now explain to you why it was difficult for us…to evacuate the Gaza Strip [and Sinai]. During the last few months the inhabitants of our villages in the South and the Negev could for the first time in eight years, live in peace, knowing that grenades would not be thrown into their homes at night, and that they would not be ambushed on their way to work in the fields during the day.’’ As evident here, the only ‘’stability’’ and tranquility’’ for the people on Israel’s borders , is to be defended by Israeli soldiers, for its neighbors evidently won’t defend them. Again, PM Ben-Gurion, tried to convince himself of what he knew was the opposite in reality. He wrote in his letter: ‘’But we put our trust in the attitude expressed in your letter…as you have written, that we will have no reason to regret our decision.’’

At the U.N., Israeli Ambassador Eban repeated a quote, which was the true reality: ‘’There is no reason why the faithful Fidayun, hating their enemy, should not penetrate into Israel and transform the lives of its citizens into a hell. Yes, we will be victorious because we are more diligent in death than Israel in life.’’ (11 April 1955, celebrating the exploits of Egypt’s commando units in Israel, the Egyptian Minister of Religious Properties declared).

U.S. Policy in 1973-75

In the next major Israeli defense, after the 1967 Six Day War, was the 1973 Yom Kippur War, in which it was quoted that U.S. Secretary of State Henry Kissinger said: ‘’Let Israel bleed a little. She’ll give up more in negotiations if she bleeds a little.’’ This statement would explain the U.S. govt.’s policy that Kissinger communicated to the Iraqi Minister of Foreign Affairs, Sadun Hammadi. (Kissinger met with Hammadi and the Iraqi Ambassador to France in Paris on December 17, 1975, to discuss improving relations ‘by a settlement’ between the U.S. and Iraq. The following is an excerpt from their conversation):

Kissinger: ‘’We have managed to normalize relations with most of the other Arabs.’’

Hammadi: ‘’Iraq is part of the Arab world…Israel was established on part of our homeland…Israel has built up to a military power that can threaten Iraq, especially with the recent news that we read of the U.S. supplying sophisticated weapons…You say the United States is bringing all its weight to bring about a settlement. But this is a settlement, not peace…because Israel is not a state to stay within what they are.’’

Kissinger: ‘’ We [U.S.] are willing to improve relations with Iraq…You yourself said your objection to us is Israel…we [U.S.] can reduce its size to historical proportions…So I think in ten to fifteen years, Israel will be like Lebanon - struggling for existence, with no influence in the Arab world. You mentioned new weapons. But they will not be delivered in the foreseeable future. All we agreed to is to study it, and we agreed to no deliveries out of current stocks. So many of these things won’t be produced until 1980, and we have not agreed to deliver them then.’’

It is worth repeating Kissinger’s statement of U.S. policy towards Israel: ‘’We can reduce its size to historical proportions…So I think in ten to fifteen years, Israel will be like Lebanon - struggling for existence.’’ Kissinger is basically saying that Israel is clay in America’s hands with the ability to turn it into putty.

The excerpt continued:

Kissinger: ‘’Our policy is to move our policy towards peace and to improve relations with the Arab world…After a settlement, Israel will be a small friendly country with no unlimited drawing right.’’

Hammadi: ‘’So you think the U.S. policy after a settlement wouldn’t be the same?’’

Kissinger: ‘’So if Israel wants to survive as a state like Lebanon - as a small state - we can support them.’’

It seems that Kissinger is revealing an American policy of keeping Israel on a pulling string. America will only support Israel if it is a small or ‘’tiny’’ country, ‘’struggling for existence’’. If Israel is not ‘’tiny’’ and ‘’struggling for existence’’, America will either pull Israel back or pull back support. This ‘pull string’ policy was used on Israel in the Sinai Campaign of `956 and again after Israel received Gaza, Judea, Samaria, and the Golan Heights in the defensive war of 1967. America sent Kiissinger to pull back Israel into a ‘’tiny’’ country, ‘’struggling for existence’’. Kissinger arrogantly expressed Israel’s hesitation to pull back, when Hammadi asked: ‘’What is the Israeli thinking?’’ Kissinger replied: ‘’first they want to get rid of me. Because I made them go back. U.S. Pres. Nixon confirmed this policy in 1974 to the Syrian president, Hafez al-Assad in Damascus. Pres. Nixon wanted: ‘’Israeli withdrawals from all the occupied territories’’, which would intentionally, pull Israel into a tiny 9- mile width at its middle section.

U.S. Policy 1993

The U.S. policy to keep Israel ‘’small’’ and ‘’struggling for existence’’ were displayed through the U.S. government from the Sinai Campaign to the Yom Kippur War and U.S. Secretary of State, Henry Kissinger. This policy eventually developed into a formal written document in 1993, the Oslo Accord. Israeli Prime Minister Yitzhak Rabin was pressured into signing with Palestinian Liberation Organization [PLO] chairman, Yasser Arafat, by U.S. Secretary of State, Warren Christopher and U.S. President Bill Clinton. The Accord gave the infamous Arafat and his infamous PLO, a permanent base in Gaza and Judea-Samaria. It also made the Israeli security leave certain areas of importance for Israel’s defense and transferred it to the PLO. The Accords were designed to be an interim period to lead to a permanent agreement between Israel and the PLO. The Oslo Accord was based on ‘’peaceful existence and mutual dignity and security to achieve a just, lasting and comprehensive peace’’ in order to establish a permanent agreement. If the PLO did not have ‘’peaceful coexistence’’ with Israel, then there would be no agreement signed after the interim period. But U.S. Pres. George W. Bush and U.S. Secretary of State Condoleezza Rice, continued to pressure Israel into signing a permanent agreement, known as the ‘Performance Based Roadmap to a Permanent Two State Solution’ [commonly referred to in short as ‘the Roadmap’] while the PLO continually violated the Oslo Accord requirements. This pressure to sign a permanent agreement by the U.S. is clear in Israel’s pointed hesitation from PLO violence during the interim period. UZI Landou, a Knesset Member, was one of many Israeli officials who expressed their rightful remorse of Oslo. He said: ‘’All Oslo’s basic assumptions have failed to withstand the test of time: that European democracy would sweep across the Middle East; that Gaza would become the new Singapore;…that Arafat wanted to make peace and could deliver; that we would give them guns and territory and they would fight terror. The Middle East is only new in one sense: It is more dangerous than ever.’’ (The Jerusalem Report, Sep 28, 1998). Indeed, after the Oslo Accord, the Middle East and Israel was more dangerous than ever, as more innocent people were at the end of a PLO gun. Israel repeatedly proclaimed to the world and the U.S., how dangerous it was after the PLO violated the Oslo Accord, but to no avail, as U.S. pressure didn’t pull away. The Israeli Government’s Press Office, on October 26, 1996, released the 10 ‘’Major PLO Violations of the Oslo Accords’’. They are as follows:

1. Agreement- The PLO was obligated to amend the clauses in the Palestinian National Covenant which called for the destruction of Israel no later than 7 May 1996 (Article XXX11(9)).

Violation: Failure to Change the PLO Covenant, ‘’By leaving the Covenant in tact, the PLO sends a clear message that it has not renounced violence nor accepted Israel’s right to exist.’’

2. Agreement- The Palestinian Authority [PA] leadership is obligated to refrain from incitement to violence, as part of their commitment to faster mutual understanding and to combat terrorism (Article XX11).

Violation: Incitement to violence against Israel, ‘’PA Chairman Yasser Arafat has repeatedly called for Jihad (holy war) against Israel, praised prominent terrorists such as Yihya Ayyash ‘’The Engineer’’ and encouraged acts of violence against Israelis…on 6 October 1996, Arafat called Israel a ‘’demon’’ and urged Arabs to use ‘’all means’’ at their disposal to fight Israel…’’

3. Agreement- Palestinian police act to prevent violence and cooperate with Israeli security forces (Anex 1, Article 1).

Violation: Palestinian Policemen opened fire on Israeli soldiers and civilians during the disturbances in Judea, Samaria and Gaza, resulting in the deaths of 15 Israelis in September 1996...As Joel Singer, legal advisors to Prime Ministers Rabin and Peres and one of the chief architects of the Oslo Accords, put it, ‘’The Palestinian policemen committed a very, very serous violation of the one of the basic principles in the agreement with Israel. Nothing can justify such behavior.’’ (Near East Report, 21 October 1996).

4. Agreement- The PA is obligated to disarm and disband all militias operating in the autonomous areas and to confiscate all unlicensed weapons (Article XIV, and Anex 1, Articles II (1) and XI)

Violation: Failure to Confiscate illegal Arms and Disarm and Disband Militias. ‘’…five militias Hamas, Islamic Jihad, the PFLP, the DFLP and Fatah continue to remain armed, and the PA has refused to disarm them…[and] have allowed terror groups to remain active and well-armed and to carry out deadly attacks against Israelis.’’

5. Agreement- The PA is required to turn over for trial all suspects whose extradition is requested by Israel (Anex IV, Article II (7)).

Violation: Failure to extradite Suspected Terrorists to Israel, ‘’they have not extradited any of the 19 terror suspects whom Israel has sought for crimes such as murder and attempted murder…the PA has allowed terrorists to go unpunished, thereby encouraging others to carry out attacks in the knowledge that they will not have to answer for their actions.’’

6. Agreement- The PA is required to locate all offices and ministries exclusively in areas under its jurisdiction (Article I (7))

Violation: ‘’PA has violated this provision by maintaining government offices such as the Orient House in Jerusalem. The PA Ministry of Religious Affairs and the PA office of the Mufti are both located in Jerusalem…Palestinian policemen operate in Jerusalem in contravention of the agreements. They have been involved in activates such as kidnapping, torturing and killing…suspected collaborators with Israel and punishing perpetrators of ‘’moral crimes’’.

7. Agreement- The PA is required to submit a list of all potential police recruits to Israel for approval (Anex I, Article IV (4)) to forestall the possibility that members of terrorists group will join the PA security services.

Violation: The PA has consistently failed to provide comprehensive listings of potential recruits to Israel…the PA has even drafted wanted terrorists to serve in its security forces. Abd al-Majid Doudin, which helped plan the suicide bombing in Jerusalem on 21 August 1995, was convicted and sentenced by a PA court to 12 years imprisonment, but was subsequently freed and hired by the Palestinian police in Jericho…Rajah and Amr Abu- Sita, who murdered Uri Mejidish on 8 March 1993, and whose extradition was requested by Israel, were drafted to serve in the PA police in Gaza. (Yediot Ahronot , 22 June 1994)…a security threat by providing terrorists with access to weapons and intelligence information.’’

8. Agreement- Under the Gaza-Jericho accord of May 1994, the PA was permitted to deploy a total of 9,000 policemen (Annex I, Article III (3)) Under Oslo II, the PA may deploy up to 24,000 policemen in Areas A and B, including Gaza, (Annex I, Article III (3)) (Clarification- ‘’Interim Agreement…no more than 24,000 policemen (a further 6,000 may be recruited at a later stage)’’

Violation: Palestinian police consists of over 28,000...only 18,000 Palestinian policemen have been notified to and approved by Israeli. In other words, the employment of over 10,000 policemen is in breach of the Agreement.

9. Agreement- The PA is obligated to conduct its affairs ‘’with due regard to internationally-accepted norms and principles of human rights and the rule of law’’ (Article XIX)

Violation: Abuse of Human Rights and the Rule of Law…Amnesty and Middle East Watch have pointed out, the PA security forces have systematically utilized arbitrary arrests, detention and torture. Human Rights activists, such as Bassam Eid, have been abducted by PA security agents, and freedom of the press has been virtually eliminated.

10. Agreement- The Agreement explicitly forbid the PA from conducting foreign relations, allowing instead the PLO to conduct…economic and cultural agreements (Article IX)

Violation: Conduct of Foreign Relations…the PA has violated this provision and engaged repeatedly in…(ie. Arab League)…(ie. United Nations)…

The Oslo Accord gave the PLO the leverage it needed from within Israel to launch a full on assault on the Israeli people. The government’s press office testified to this fact and the Jewish Daily Forward, who reflected on the ten years since Oslo: ‘’the record of Oslo is judged through a single lens: terrorism.’’(Friday Sep 19, 2003). Indeed, the number of people killed by Palestinian terrorists in the five years immediately after the Oslo Accord (256) was greater than the number killed in the 15 years preceding the agreement (216), noted by the Jewish Virtual Library. These numbers coincide with thousands of Palestinian prisoners that were set free from jail as ‘’goodwill gestures’’ to U.S. Secretary of State Madeleine Albright and U.S. President Bill Clinton for their efforts during the Oslo Accord period. The Israeli Government’s Press Office reported 7,638 Palestinian prisoners were released between the Oslo Accord in 1993 till November 9, 1998. Releasing Palestinian prisoners who have committed crimes against society is a consistent U.S. policy to demand of Israel. The ‘’goodwill gestures’’ have become a prerequisite for the U.S. policy makers to even meet with Israel. There is no limit to these ‘’goodwill gestures’’ that cost Israeli lives. On October 1, 1997, after Israeli representatives met with U.S. Sec. of State Madeiline Albright and Palestinian representatives in the during the time of Oslo terrorism, Israel agreed to release Sheik Ahmed Yassin from prison. Yassin was the founding terrorist leader of Hamas and personally oversaw terror attacks against innocent Israelis. Hamas is on the U.S. State Department’s list of terrorist organizations and the U.S. State Dept. named Yassin a ‘’specially designated global terrorist’’. After Yassin was released, he predictably continued to oversee terrorist attacks by Haamas that totaled 425 [in his lifetime]. These attacks killed 377 Israelis and wounded 2,076, including a Passover Seder dinner attack, killing 30 on March 27, 2002. Yassin was responsible for mass murder, Israel sentenced him to prison to prevent future mass murder, which evidently happened, yet felt compelled to comply with U.S. pressure. The NY Times reflected on the U.S. pressure: ‘’The Sheik’s release was thus apparently intended as a gesture to Ms. [Madeleine] Albright’s effort…’’ The ‘’effort’’ was referring to the meeting’s purpose of establishing ‘’committees that is to start meeting deals with the release of Palestinian prisoners, and the release of so prominent a figure [as Sheik Yassin, Hamas founder]…’’(NY TIMES). The U.S. policy towards Israel expressed by U.S. Sec. of State Kissinger in 1975 to the Iraqi Foreign Minister to ‘’reduce its [Israel’s] size to historical proportions’’ so Israel will be ‘’struggling for existence’’ is mirrored in Albright’s effort to release prisoners and mass murderers back into Israel. The only difference in this mirrored policy, is that Kissinger was referring to external means, as in reducing Israel’s ‘land’ size and Albrights effort was using internal means, as in reducing Israel’s population. ‘Reducing Israel’s population’, sounds extremely sadistic, but Albright pushed to release mass murderers, who then continued to mass murder and therefore the policy explained itself. This policy also agreed with the PLO, who Albright wanted to please.

The PLO and it’s associated terrorist groups eagerly accepted Israel’s ‘’goodwill gestures’’ to release their Palestinian Arab prisoners and terrorist leaders. In order for Arafat to receive his prisoners, he simply signed a letter for the Oslo Accord, saying, ‘’[the PLO] recognizes the right of the State of Israel to exist in peace and security’’ and ‘’renounces the use of terrorism and acts of violence. Just as easy as it was to put ink on paper, Arafat just as easily ignored his letter to begin what became known as the ‘Oslo War’ or the Second Intifada. The Second Intifada started in September 2000, with no clear end date. From 2000-2005, over 1,000 Israelis were killed (Jewish Virtual Library). During this time, Israel continued to feel pressured to release more Palestinian Arab prisoners back into society. CAMERA.org has recorded ‘Significant Releases [which] Include’:

Oct 15, 1999 [1 yr before the Second Intifada started]: 109 Palestinian prisoners (and 42 inmates from other Arab countries) released as part of an interim peace deal.

Sep 9, 1999 [1 yr before the Second Intifada]: 199 prisoners released as part of an interim land-for-peace deal.

Dec 27, 2004: 159 prisoners released as a goodwill gesture to the new Palestinian leadership under Mahmoud Abbas.

Feb 21,2005:500 prisoners released, the first part of [Israeli Prime Minister] Sharon’s goodwill pledge to release 900 Palestinian prisoners.

June 2, 2005: 398 prisoners released as the second half of Ariel Sharon’s February 2005 goodwill gestures.

Naturally, the only side that benefited from the Oslo Accord and Israel’s fatal ‘’goodwill gestures’’, was the PLO. 
    Ziyad Abu Ein, a member of the PLO’s Fatah leadership, still boasted of this fact during an interview on Al- Alam Television on July 4, 2006: ‘’If not for Oslo, there would have been no resistance. Throught the occupied territories, we could not move a single pistol from one place to another. If not for Oslo, the weapons we got through Oslo, and if not for the ‘’A’’ areas [in Gaza and Judea-Samaria] of the Palestinian Authority, if not for the training, the camps, the protection provided by Oslo, and if not for the release of thousands of Palestinian prisoners through Oslo- this Palestinian resistance could not have carried out this great Palestinian Intifada…’’ In the height of PLO violence, which Ziyad Abu Ein boasted of, U.S. Secretary of State Colin Powell, said of the PLO in 2001 to the U.S. Senate Foreign Relations Committee: ’’one man’s terrorist is another man’s freedom fighter’’. (Israel insider, November 12, 2001). For Colin Powell to say that the PLO terrorists are ‘’freedom fighters’’, he would have to approve of their violence against Israeli civilians, which again is consistent with Albright’s effort to release prisoners and mass murderers.. This consistency has continued with U.S. Pres. George W. Bush and U.S. Secretary of State Condoleezza Rice.

US Policy on Israel's Security

Security Fence- In response to increased Palestinian Arab terrorism, Israel started construction on a security fence in 2002 to roughly stretch across the Judea-Samaria line that borders the rest of Israel. Condoleezza Rice, then U.S. National Security Advisor in June 2003, was sent to pressure Israel because the Bush administration disapproved of the security fence. In Jerusalem, she met with Israeli cabinet ministers and scolded: ‘’On this issue there is a difference of opinion between us. While you say it is a security fence, the Palestinians see it as a political statement which angers them- and even if your intentions are not political, they certainly seem political.’’ Israel Prime Minister Ariel Sharon, responded to Rice’s disapproval in saving Israelis lives, so as to not ‘’anger’’ Palestinians: ‘’Don’t pressure us on security issues, because we have no where to go.’’ This was a simple, yet honest reply by Sharon. Israelis have become cornered in their own country by Palestinian Arab terrorist and U.S. pressure, with no where to go, but the river or the sea.

Frustrated by U.S. pressure and lack of compassion, Ehud Olmert, then Minister of Industry and Trade, asked Rice: ’’You don’t agree to liquidations. You don’t agree to a security fence. So exactly how is it that you want us to fight terror?’’ Sharon ended the discussion by saying:’’ In choosing between Israeli victims and daily funerals and potential problems to be caused by the construction of the fence, which can be dealt with through negotiations. If the funeral continue, the negotiations will lead to nowhere. On the subject of Israeli security, there will be no compromises or concessions- even if there are differences of opinion with the U.S..’’ This is a big ’’difference of opinion’’, the Israelis don’t want to die and the U.S. don’t want to sour the attitudes of the Palestinian Arabs. When did an Israeli life, a human life, become less valuable than a sour mood? When the thinking behind U.S. policies towards Israel are as inhumane with regard to Israeli lives, it is not so surprising that one in five Israelis [approximately 1.27 million] have lost a relative or friend in a terrorist attack by they year 2005. This number is a result of a study done at the University of Haifa (Jewish Virtual Library0. More Israelis will lose more family and friends as more inhumane pressure and policies are put on Israel by the U.S..

US Policy on a Palestinian State in Israel

Still in the height of Palestinian Arab violence in June 2002, U.S. Pres. Bush ‘’became the first U.S. president to call explicitly for an independent Palestinian state existing in peace next to an Israeli state’’, as quoted from the U.S. Council on Foreign Relations. This U.S. plan, named the ‘’Roadmap’’, ironically enough was introduced as: ‘’A Performance-Based Roadmap’’, by the Office of the Spokesman for U.S. Department of State. Based on the performance of the Palestinian Arab violence, such as putting assassination bullets in the heads of Israeli Jewish babies as was done to baby Shaleet in Hebron, one would not think to reward such murder, but Pres. Bush, consistent with U.S. policy, evidently thought differently. The U.S. Dept. of State, explains ‘’phase 1’’ of the ‘’Performance-Based Roadmap’’, to be: ‘’Palestinian [Arab] leadership issues unequivocal statement reiterating Israel’s right to exist in peace and security’’, again mirroring Arafat’s letter in the Oslo Accord, in which he simply signed a ‘statement’ saying Israel’s right to exist in peace and security and then simply ignored it. As the U.S. would have PLO/PA terrorists write these ‘’unequivocal’’ statements, these statements might as well say: ‘’bla, bla, bla’’ because they don’t mean anything.

‘’Phase 1’’ continues: ‘’calling…to end armed activity and all acts of violence against Israelis anywhere and ‘’All official Palestinian institutions end incitement against Israel.’’ Again, ‘’based on performance’’, the PLO/PA and its associated terrorist groups, have continued to commit severe violence and incitement against Israelis. However the facts, ‘’Phase 1’’ continues to make an equal judgment of violence and incitement between the PLO/PA and Israel: ‘’Israeli leadership…calling for an immediate end to violence against Palestinians everywhere. All official Israeli institutions end incitement against Palestinians.’’ ‘’Phase 1’’ is a great injustice to the victims of Palestinian Arab terrorism.

Only 3 months before Bush introduced the ‘’Roadmap’’ for a Palestinian state within Israel in June 2002, Saudi Arabia introduced the ‘’Saudi Peace Initiative’’ for a Palestinian state within Israel in March 2002. It would have Israel ‘reduce its size’ and withdrawal to the 1949 Armistice lines, create a state of Palestine with East Jerusalem as its capital and the Palestinian Arabs would sign a peace treaty; as referenced from the U.S. Council on Foreign Relations (CFR). The CFR stated the Saudi Peace Initiative ‘’was received with skepticism by Israel and had little practical effort.’’ The Bush administration informally adopted the ‘’effort’’ from the Saudis and pressured it onto Israel. Since Israel was reluctant to ‘reduce its size to the 1949 Armistice lines, creating a 9-mile width in its mid section, the Roadmap didn’t pick up speed until 2007. In January 2007, the Washington Post reported: ‘’U.S. officials have encouraged Israeli Prime Minister Ehud Olmert to say positive words about a long-dormant Saudi peace plan’’ that ‘’Rice has taken particular interest in…’’ The Washington Post continued: ‘’Rice is encouraging Israel to take steps to bolster beleaguered Palestinian Authority President Mahmoud Abbas, such as lifting roadblocks and freeing Palestinian prisoners.’’ From mounting pressure or ‘’encouragement’’ as the Post reported, Israel finally caved in and PM Olmert agreed to move towards the Saudi/Bush ‘’Roadmap’’ and agreed to release more prisoners despite Israeli defense officials rightful objections. On November 21, one week before the Roadmap conference in Annapolis Maryland, Israeli Ynet news agency, reported that PM Olmert was to release another 431 prisoners ‘’as a goodwill gesture towards the Palestinian Authority ahead of the Annapolis Peace conference.’’ Ynet news also reported on Nov 21, 2007, that PM Olmert would ‘’supply the Palestinians with 25 armored vehicles from Russia and 2 million bullets from Jordan, despite the defense establishment’s objective to the move.’’ Several Israeli Knesset Members also strongly objected to these ‘’goodwill gestures’’. Ynet news reported the MK‘s objections: ‘’selling the Israeli citizen’s security for nothing’’, said Knesset Member Zevulun Orlev, ‘’’The armored vehicles and the ammunition will be directed at the citizens of Israel’’, he added. MK Arieh Eldad said: ‘’…Olmert is releasing terrorists despite the chief of Staff’s demands, and is arming them with armored vehicles and weapons despite the Shin Bet (Israeli security) and IDF’s (Israeli army) recommendations.’’ MK Eitam said: ‘’…Past experience shows that every armored vehicle and every Palestinian rifle and bullet have one address- innocent Jewish citizens.’’ In comparing the Oslo Accord to this situation, MK Yuli Edelstein said: ‘’in his hastings Olmert is putting the citizens’ lives in danger. For the photo- ops at Annapolis, he [is] making daily gestures which will increase terror, while completely ignoring the defense officials’ objection. At the Rabin and Peres era the Palestinians at least pretended to want peace, and were awarded gestures. Now they understand that they must increase terror in order to be awarded with gestures which will harm Israel’s security, as another step towards its destruction.’’ MK Limar Livnat also added on the comparison of Oslo: ‘’In an irresponsible decision Olmert is putting the security of the citizens of Israel in risk. The millions of bullets will eventually be directed at the citizens of the State of Israel, as has happened before after the Oslo Accords.’’ Even though the Israeli defense officials were in strong rejection to arming and releasing PA criminals, the U.S. officials continued to coerce Israel into agreeing with their ‘’efforts’’ and policies. From the time of the Annapolis conference in late Nov 07’ , the U.S. heavily pressured Israel to have regular meetings on almost a weekly basis with the Palestinian Authority for the Roadmap. Pres. Bush said on Jan 10, 2008, in Jerusalem: ‘’I strongly supported the decision of the two leaders to continue their regular summit meetings…’’ and reiterated that the Saudi/Bush Roadmap ‘’will require mutually agreed adjustments to the armistice lines of 1949...establishment of a Palestinian state…including compensation, to resolve the refugee issue’’.

A final document was expected to be signed by Israel and the PA by the end of 2008, before Pres. Bush’s term in the White house ended; so his administration’s ‘efforts’ would have been ''rewarded‘’. Pres. Bush also sternly added in the Jan 10 speech: ‘’The peace agreement should happen and can happen, by the end of this year’’ and ended ‘’I am committed to doing all I can to achieve it.’’ There are two questions here: What does all the Bush administration’s ‘’commitment’’ encompass and what is the relationship between his commitments and Palestinian Authority violence?

Financial commitments-
The U.S. has committed $85 million per year since the Oslo Accord was signed in 1993 to the Palestinians. On October 1, 1993, only a couple weeks after the Oslo signing, the U.S. held an international financial donor meeting in Washington to encourage more finances to the Palestinian entity. 46 countries pledged $2.4 billion. In 1994, the U.S. gave $36 million directly to the Palestinian Authority , which became the self-government of the Palestinian areas in Gaza and Judea-Samaria as purposed by the Oslo Accord. The CRS Report for Congress on United States Aid to the Palestinians, stated that the U.S. wouldn’t give direct financial aid beyond the $36 million to the PA at that time because of ‘’suspicions that the funds could be siphoned off for terror activities…’’ The U.S. evidently already had suspicions that the U.S. dollars could be used for terrorism, but still gave millions including the direct payment of $36 million to the PA. From 1994-1998, the U.S. gave $35,160,000 in the category of Palestinian ‘’Governance’’ and $49,268,000 in the category of Palestinian ‘’Transition to Self Rule’’. These two categories which the U.S. funds went into, were essentially funding the Palestinian Authority. Again, for the second time, the U.S. sponsored another international donor conference in Washington by Pres. Bill Clinton on Nov30, 1998. During the time proceeding the conference, the PA continued its terrorist activities against Israel, so a week before this donor conference, the PA signed another agreement with Israel, the Wye Agreement, declaring that Palestinian violence would stop and for Israel to withdrawal from the PA areas. As part of the PA’s simple signature of ‘ending violence’, the U.S. agreed to give $400 million to the Palestinian Arabs. The U.S. State Dept reported that $30 million of the $400 million would go towards Palestinian ‘’Rule of Law’’, which probably included PA 'police' and 'security'.

Now keeping in mind that millions upon millions of U.S. tax dollars have gone directly to the PA, headed by Yasser Arafat, and its ‘law enforcement’, Human Rights Watch reported:
''According to press reports President Bush was shown Israeli Intelligence reports of a direct payment of $20,000 made or authorized by President Arafat to the al-Aqsa Martyr’s Brigades shortly after two suicide attacks against civilians claimed by the Brigades.’’
     This indicates that Arafat and his PA, actually paid the al-Aqsa Brigades for murdering innocent Israelis and President Bush publicly became aware, if he didn’t already know. The $20,000 direct payment from PA Pres. Arafat to the al-Aqsa Brigades was not a one-time occurrence, as Human Rights Watch reported: ‘’The available evidence of direct PA financial support for armed activities against Israel consists of some twenty documents made public by the government of Israel.’’

HRW continued: ‘’Six requests on behalf of individuals , totaling sixty-eight individual payments, were approved or authorized. Twenty-seven of these payments were to families of militants who had been killed or jailed. And forty-one were to individuals, many of whom were characterized as ‘’brothers’’ or ‘’wanted’’’’. The requested payments were for a total of 157 individuals (HRW). The recipients of these payments included al-Aqsa Martyr’s Brigades leaders as well as members of the Brigades, PFLP [Popular Front for the Liberation of Palestine], and Islamic Jihad members, all of which are terrorist groups who murder Israeli civilians and target the Israeli military. Three al-Aqsa Brigades’ leaders who received payment were: Ra’ id al-Karmi, Atef Abayat, and Ziad Da’ as. Ra’id al-Karmi was the Brigades leader in Tulkarem, who HRW said: ‘’[he] boasted of his involvement in the execution-style killing of two Israeli restaurateurs visiting Tulkeram on January 23, 2001.’’ He was also put on the IDF’s ‘’most wanted’’ list in August 2001 for his responsibility in the deaths of seven civilians and two soldiers. From the documents, HRW reported that ‘’Fatah leader Hussein al-Sheikh [a senior Fatah official] asked Arafat to provide al-Karmi ‘’with payment and it was authorized by Arafat ‘’on Sep 19, 2001’’, as HRW reported. This indicates that PA President Arafat and senior Fatah officials actually paid al-Karmi for murdering innocent Israelis, backed behind U.S. dollars. In Sep 2001, the same month of authorized payment, al-Karmi, ‘’had spoken openly of his intention to continue attacks against Israelis’’, HRW reported. The U.S. backed PA money, paid murderers after they had murdered an Israeli and also paid them to continue murdering Israelis. This was also the case for Atef Abayat, Brigades leader in Bethlehem. HRW reported: ’’In early August 2001, before Arafat authorized the payment, Abayat had allegedly killed at least one Israeli civilian.’’ The request for funds for Abayat came from Kamal Hmeid, the head of Fatah in Bethlehem on July 9, 2001 and PA President Arafat authorized payment in Sep 2001 (HRW). Human Rights Watch reported that: ’’Five weeks after the payment was authorized, Abayat allegedly killed another civilian.’’ There is a cycle of violence alright, its U.S. back PA money financing a murderer to commit more murder. Abayat committed murder and was rewarded to do it again. Yet, another Brigades leader, Ziad Da’as, who received payment in September 2001 from PA President Arafat, was responsible for several murders of Israeli civilians. In one of the documents, Da’as was named ’’as the leader of one of the three al-Aqsa Brigades ’’squads’’ in Tulkarem and attributed to him a leading role in the deadly shooting attack on civilians claimed by the al-Aqsa Brigades in the Israeli city of Hadera on January 17, 2001.’’ HRW also ‘’identified five cases in which Israeli analysts allege that an individual requesting financial assistance had direct involvement in suicide attacks against civilians.’’ Another individual who received payment for murder, was Bilal Abu’ Amsha. HRW reported: ‘’Israel authorities allege that Abu’ Amsha was responsible for the shooting of a sixty-three-year-old man on May 31, 2001...’’ Arafat authorized payment to Abu’ Amsha on April 5, 2001 (HRW). Abu’Amsha murdered the old man ‘’seven weeks after the payment was authorized’’, HRW reported. Human Rights Watch also reported that ‘’Of the body of materials released publicly by the IDF, two documents on al-Aqsa Brigades letterhead were allegedly discovered by the IDF in the main PA compound. The IDF has claimed that the documents: Reveal that the Al-Aqsa Brigades is an established organization, which holds, official correspondence with Fu’ad Shubakis’ [head of the financial directorate of the General Security Services, Arafat’s chief financial officer] office in order for it to finance its planned operations. This money does not go merely to finance propaganda concerning terrorists invaded in attacks, but also to control the planning of future attacks.’’ The first document’s letterhead reads ‘’al-Aqsa Martyrs [sic] troops Palestine.’’ and as HRW reported, contains ‘’costing of salaries, rent, and tools, such as lathes and milling machines, totaling some $80,000. The IDF analysts asserts that the items indicate ‘’an ambitious plan…to establish a heavy arms production workshop, ‘’including mortars’’. HRW reported that the Second document ‘’is a financial report, typed on similar letterhead and dated September 16, 2001. It reports debts of 38,000 Israeli shekels ($8,800 US dollars), including, at a minimum, that the al-Aqsa Brigades considered they had a reporting relationship with the recipient. The breakdown of expenses includes the production of martyrs posters ‘’…electrical parts and various chemical materials’’ for manufacturing explosives, and ammunition. ‘’The report also requests an immediate transfer of funds to purchase Kalashnikov bullets.’’ HRW concludes from these two documents, that they could be ‘’the clearest available evidence of some level of financial and hence operational relationship between officials of the PA and the al-Aqsa Martyr’s Brigades.’’ Among the documents was a memo titled ‘’memo to Tirawi’’ read as HRW reported, ‘’financial assistance collected from his excellency, the president [Arafat]’’ helped to defray the cost of three additional rifles.’’ HRW said that the memo: ‘’indicates that in Tulkarem a funding relationship existed between Fatah and some local al-Aqsa Brigades groups.’’ HRW noted that of the 157 individual recipients of PA money, they were described variously as ‘’brothers’’, ‘’fighting brothers’’, or ‘’…deserving of aid’’.
Is the Palestinian Authority deserving of financial aid from the U.S.? Pres. Bush believes the PA is still deserving of U.S. dollars. CNN news reported in June 2002, that due to the extreme indiscriminate violence from the PA, all that was needed to receive continued U.S. dollars, was: U.S. President George Bush urged the Palestinian people to elect new leaders not tainted by terrorism or corruption as a pre-requisite necessary to pave the way for a Palestinian state. So PA President Arafat simply did ‘’a cabinet reshuffle that actually strengthened his grip on power-adding ten new ministers, all from his Fatah branch of the PLO, to the government’’, reported National Review. Arafat also simply set Mahmoud Abbas to the new position of Prime Minister in 2003. After the ‘’reshuffle’’ of PA officials, Pres. Bush continued to provide U.S. dollars and on ‘’July 8, 2003, the United States announced that it would provide $20 million’’ in direct aid to the PA, reported CRS Report. Only five months later, ‘’On December 8, 2004, President Bush again approved $20 million in direct assistance to the PA…’’. In ‘’May 2005...President Bush transferred an additional $50 million…’’ to the Palestinian Authority. This money was given directly to the PA officials, in addition to the hundreds of millions of U.S. dollars already given every year for Palestinian projects. The U.S. dollars are blood money and they supported terrorists and terrorism against innocent Israelis. In addition to direct payments to PA bank accounts, the U.S. has been the major financial supporter of UNRWA [United Nations Relief and Works Agency for Palestinian Refugees] since 1950 and annually provides more than $100 million dollars even though there are known terrorists on the UNRWA payroll. Peter Hansen, UNRWA’s former Commissioner-General, [1996-2005] said in October 2004, on Canada’s CBCTV: ‘’Oh I am sure that there are Hamas members on the UNRWA payroll and I don’t see that as a crime…’’(Wikipedia). UNRWA has refugee camps set up in various countries such as Jordan and Lebanon. While the PLO was in Lebanon during the 70’s and 80’s, it drafted boys as young as 12-yrs-old for 1 to 3 months each year to commit terrorism against Israel. For UNRWA’s part in the PLO draft, it forced the boys to join as part of the UNRWA’S school requirement for enrollment.. This was reported by David Shipler of the New York Times on July 25, 1982, when he interviewed Palestinian residents in Lebanon after the PLO left. Shipler reported: ‘’the PLO used the United Nations Relief and Works Agency which cares for Palestinians and receives 25 percent of its budget from the United States, as a kind of civil service to enforce and carry out its draft and military training program. The curriculum in agency schools laced with anti-Semitism and themes of militant nationalism…and the storerooms full of ammunition [were] revealed.’’ Shipler continued: ‘’Youssef Sayed, a 25 year old Palestinian from the Ein Khilwe camp near Sidon, said that when a student was called up for a month’s military service with the P.L.O., ‘’he is obligated to go, otherwise he won’t be accepted next year in the Unrwa school.’’ When asked how this could be, he explained, ‘’The Unrwa personnel are in the P.L.O.’’ Several other men, including an employee of the agency, nodded in agreement.’’ Again, U.S. dollars are funding terrorism via the UNRWA schools. In Sep 2006, U.S. Congressmen Mark Kirk and Steven Rothman, sent a letter to U.S. Sec. of State Condoleezza Rice regarding U.S. dollars funding terrorism through UNRWA, the Jerusalem Post reported. Congressman Kirk said: ‘’US anti-terror law explicitly prohibits taxpayer dollars from supporting terrorists. However, we know that a number of UNRWA staff ran for parliament in the Palestinian territory as official Hamas candidates earlier this year. We know that Hamas supports the indiscriminate killing of civilians. We know that UNRWA cannot account for large amounts of money it has spent.’’ ‘’And we know that UNRWA does not check Palestinian beneficiaries against a list of known terrorists’’, said Congressman Steve Rothman. Similar complaints of UNRWA abuse of U.S. funds for terrorism and anti-Semitism are well known. UNRWA’s shameful excuses to these complaints were reported by the CRS Report for Congress on March 4, 2005: ‘’UNRWA has no police force to stop military training in a camp. UNRWA runs the schools but uses host country textbooks and curriculum because the refugee students have to pass host country examinations. UNRWA defendants suggests that complaints about the anti-Israeli nature of the textbooks should be directed to the host countries.’’ From these excuses, UNRWA doesn’t accept accountability or responsibility which translates into a lack of accountability and responsibility behind U.S. dollars. The same shameful excuses are used for the PA’s blood money from the U.S. and other nations, [obliged by the U.S.] in the CRS Report for Congress that stipulates: ‘’…almost half of the $7 billion provided to the PA since its creation in the early 1990’s may have been diverted by Arafat to…corruption; never the less, his total domination of Palestinian political life made him indispensable to those seeking his cooperation in achieving regional peace and many were forced to ignore such charges.’’ The Clinton and Bush administrations were ‘’forced to ignore’’ the forcible draft into terrorism by the PLO of 12-yr-old children in Lebanon, among other atrocities committed against the Lebanese; ‘’forced to ignore’’ PA premeditated plans to blow up Israeli civilians at dinner, in a bus, at school or shopping for groceries; ‘’forced to ignore’’ the PA’s recruitment of assassinators of Jewish babies into the PA security forces; ‘’forced to ignore’’ the PA’s blood money that sponsored and supported ‘’operations’’ to murder and maim Israeli civilians; ‘’forced to ignore’’ the PA’s torture and killing of several Palestinians who cooperated with Israel to find terrorists; ‘’forced to ignore’’ the PA’s military training and bullets received from the U.S. or Israel, [under obligations to the U.S.] that are used to murder and maim Israeli civilians and military; ‘’forced to ignore’’ the PLO/PA Covenant that explicitly states their commitment to destroy the Jewish state; ‘’forced to ignore’’ that the PA is a terrorist group that has collaborated with other terrorist groups, such as Hamas, Islamic Jihad, al-Aqsa Martyr’s Brigades, etc., to inflict pain and terror into the Jewish state; ‘’forced to ignore’’ U.S. dollars financing the salaries of terrorists who have been drafted into the PA police; ‘’forced to ignore’’ that half-a-million Jewish residents will be forced out their homes in Judea-Samaria to create a Palestinian state run by terrorists as happened in Gaza; ‘’forced to ignore’’ the PLO, who was headed by Arafat and currently Abbas, has murdered several American citizens, including the murder of a U.S. Ambassador. But, as the CRS Report for Congress stated: ‘’many were forced to ignore such charges’’, ‘’in achieving regional peace’’. The ‘’regional peace’’ that was achieved, can be summed up in Arafat’s speech at a Johannesburg mosque on May 10, 1994, in which he explains his strategic gains on the Oslo Accord peace agreement: ‘’I see this agreement as being no more than the agreement signed between our Prophet Muhammad and the Quraysh in Mecca’’ (MEQ, Daniel Pipes). When Muhammad initially made the peace treaty with the Quraysh tribe, he was militarily weak, but when Muhammad was militarily strong, he broke the treaty and captured the Quraysh town in Hudaybiyah. Thus, Arafat’s reference of Muhammad and the Quraysh, was a sign that he would do the same.

Well, the murdered Israeli citizens don’t have the luxury to ‘’ignore’’ the terrorism committed against them and there isn’t ‘’regional peace’’ where their grave stones lay. Even the dollars speak of their trail from the Whitehouse to the hands of the PA that purchased the explosives and bullets, which were drilled into Israeli bodies by those who were paid to do so. The dollars that speak include the $30 million of $400 million given to the Palestinians from Pres. Clinton as part of the Wye Agreement [between Israel and the PA] to go towards ‘’Law enforcement’’ under the ‘’Rule of Law’’ as described by the State Dept. and presented to Congress in October 1999 (CRS Report). ‘’Law enforcement’’, can include: the PA police, PA security forces, PA General Intelligence Services [GIS], PA Preventive Security Services [PSS], and PA judges. The U.S. dollars have already spoken of their bloody trail from the Whitehouse to the PA, that was then delivered into the pockets of the al-Aqsa Martyr’s Brigades terrorist group. The U.S. dollars have also gone down another bloody trail, similar to the Brigades destination- PA police and security services, who received salaries while putting Israeli civilians and military into the grave. HRW reported: ‘’Based on its own investigation as well as media accounts and publicly available, captured PA documents, Human Rights Watch identified instances in which individuals employed in one or another Palestinian security force were involved in shooting or suicide bomb attacks targeting civilians.’’ HRW added: ‘’The IDF has made its most specific allegations about PA security forces involvement in attacks against civilians with regard to the General Intelligence Services (GIS), a force of about one thousand…An IDF spokesperson’s statement of July 2, 2002, claimed that ‘’in the past two years the [GIS] apparatus has been involved in hundreds of shooting and bomb attacks against Israeli civilians and military targets’’ and that ‘’commanders of the Palestinian General Intelligence, including the head of the organization, directed terror cells in various locations in the West Bank [Judea-Samaria].’’ HRW reported on three individuals of the many who planned and or carried out shooting and suicide attack while employed in PA security and police. These three are: Said Ramadan, Ibrahim Hassouna and Muhammad Araj. Said Ramadan, employed by the PA naval police, carried out an indiscriminate shooting attack in Jerusalem on January 22, 2002. Ibrahim Hassouna, employed by the Nablus naval police, carried out a shooting attack against civilians at the Sea Market restaurant in Tel Aviv ON March 5, 2002. Muhammad Araj, employed by the GIS [General Intelligence Services], was carrying two belts for explosive devices and two ‘’suicide letters’’ near Ramallah when captured on April 16, 2002 by Israeli security. How was so many PA police and security employees able to shoot, and bomb any Israeli Jew they wanted as a full-time job? The answer. They were recruited for that very purpose. In the HRW report, it referenced Israeli analysts’ comments on captured PA documents in April 2002: ‘’wanted terrorist activists’’ reported of their ‘’direct involvement of Tirawi [Tawfiq Tirawi, head of the GIS for the West Bank] and his men in recruiting terrorists, their preparation, and the supply of ammunition for their operations.’’ Recruiting terrorists into the PA police and security was a common and recurrent practice, even policy. Recruited terrorists were able to maximize their attacks with the resources of intelligence and weaponry within the PA security system. ‘’Hamdi Darduk, the head of the GIS in Tulkarem’’, as HRW reported, wrote the ‘’memo to Tirawi’’ to Tawfiq Tirawi, head of GIS in the West Bank, in which he spoke very highly of local militants’ ‘’operations’’ that make them especially eligible for recruitment into the security services. Darduk, ‘’Referring to one group of militants who are willing to operate ‘’on bypass roads and even in the depth of Israel.’’ HRW continued: ‘’Darduk [proudly] notes that they have been responsible for such ‘’qualitative and successful activates’’. as the shooting attack on a bat mitzvah celebration in Hadera on January 17, 2002...He recommends that ‘’the outstanding individuals’’ be selected ‘’to train them for the future’’ and names Ziad Da’ as AND Bilal Abu’ Amsha [both, who carried out shooting attacks].’’ Instead of imprisoning known murderers from harming more civilians, the GIS recruits them to increase their attacks. Not only do the GIS recruit terrorists, they coordinate their attacks. Darduk added in the memo that the militant ‘’men are very close to us and [we are] in constant coordination and contact with them.’’ The policy for supporting and recruiting terrorists into the PA police and security stemmed from PA Pres. Arafat and then endorsed among PA leasers and members. HRW reported that Marwan Zallum, head of the Fatah district branch in Hebron, who the IDF said, gave direct orders of ‘’numerous shootings and other attacks against military targets and civilians, including the Hebron sniper attack {of a Jewish baby] of March 26, 2001...[requested] the recruitment of armed militants for the Palestinian security services in 2001.’’ The request was for 15 individuals and was sent to Arafat in mid-May 2001 and again in early August, HRW reported. HRW explained: ‘’At least two of the individuals named in this document were wanted by Israel for earlier attacks against civilians. One of these, Zaki Hamid al-Saru, is alleged to have been the sniper who killed a baby girl and wounded her father in a shooting attack against Israeli settlers in Hebron on March 26, 2001.’’ Arafat approved the assassination killing of a baby girl. Arafat also thought that the baby murderer would make the perfect PA security officer to receive a salary paid by the U.S. dollar. Yes, the U.S. dollar helped pay the salary for a murderer of Jewish babies. HRW reported of the approved recruitment request: ‘’Arafat transferred the August version of the memo to various security force commanders ‘’for action’’. In other words, more assassin-style killings of Jewish babies on the payroll. HRW quoted IDF analysts confirming this recruitment practice that ‘’appeared to be an effort by PA official ‘’to integrate Fatah and Fatah/Tanzim [terrorist group] activists into the PA’s security apparatuses’’…these activists continued to receive PA salaries…’’even while they are included on Israel’s list of most wanted terrorists which was transferred to the PA…’’ The IDF analysts refer to a serial suicide attack sponsored and leader of the al-Aqsa Martyr’s Brigades in Nablus, Nasr Awais. HRW reported, Awais sponsored ’’suicide attacks in Jerusalem, Tel Aviv, and Umm al-Fahm beginning in January 2002...[and] Awais remained on the payroll of the GIS…’’ Israeli officials also said both ‘’Jamal Tirawi, head of GIS in Nablus, and Jihad Nasimi, head of criminal investigations for the Nablus police, of having helped to direct suicide bomb operations.’’ HRW added: ‘’Maher Fares, the head of Military Intelligence (MIS) in Nablus, is accused by Israel of operating a cell that placed explosives on a Tel Aviv bus on December 28, 2000, wounding nine’’. Another MIS member in Nablus, Colonel Abu Hamdan, led the Battalions of the Return militant group (HRW). U.S. dollars funded terrorism against Israeli civilians and military in the name of PA ‘’law enforcement’’.

U.S. Arming and Training PA Terrorists:

Another bloody trail that flows from the Whitehouse, was supplying weapons and training to PLO/PA terrorists through U.S. funds despite the fact that the U.S. Congress determined the P.L.O. was a terrorist organization in the Anti-Terrorist Act of 1987. Congress explained that the P.L.O. ‘’was directly responsible for the murder of an American citizen on the Achille Lauro cruise liner in 1985...the head of the PLO has been implicated in the murder of a United States Ambassador oversees; the PLO and its constituent groups have taken credit for, and been implicated in, the murders of dozens of American citizens abroad.’’ Congress also states the PLO’s unapologetic covenant: ‘’armed struggle is the only way to liberate Palestine, thus it is an overall strategy, not merely a tactical phrase.’’ American citizens and Israeli citizens have found themselves in graves as part of the PLO’s ‘’overall strategy’’ of ‘’armed struggle’’.

Yet the Clinton and Bush administrations thought the PLO made perfect candidates for ‘’law enforcement’’ training to further improve their security service ‘’abilities’’. The New York Times reported on March 7, 1998, that the C.I.A. training of P.L.O. ‘’security services’’ began in 1996 on an ongoing basis. The NY Times, said of the training: ‘’the United States cannot turn away from the sometimes ugly and unjust results.’’ One of the results is as the Times reported, ‘’Palestinian security services regularly torture detainees, and 18 people have died in their custody in the past four years’’ and that ‘’Interrogation abuses have not diminished since the program began.’’ The individuals who were tortured and killed at the hands of the PLO/PA were most likely, not fellow terrorists, but conscientious individuals who either spoke against the PA terrorists or aided Israel to arrest terrorists. By July 2003, the PA had ‘’placed more than 200 dissidents on death row for the crime of criticizing the PA, reported David Bedein from Israelbehindthenews.com.

Still in April 2008, a PA court sentenced Emad Saad, ‘’a 25-year-old man to death’’, INN reported, ‘’for giving Israel information that led to the elimination of four terrorists.’’ Samih Staidi, a senior member of the PA’s official armed militia, INN reported, was pleased with the verdict: ‘’Let it be an example…’’ Saad’s death sentence is another example of why Congress said in its Anti-Terror Act of 1987, ‘’that the PLO and its affiliates’’ are ‘’a threat to the interests of the Unites States’’, and ‘’its allies’’. Congress, not only stated that the PLO was a threat to the U.S., but ‘’its allies’’ too. Israel is an ally of America, but America continues to train PA terrorists that purposely murdered its citizens, and those that cooperate with Israel. Worldnetdaily’s Aaron Klein, reported on April 7, 2008, that ‘’The U.S. previously has trained thousands of Palestinian security officers, including units in which known members of Fatah’s Al Aqsa Martyrs Brigades terrorist group serve.’’ A U.S. security report was conducted of the PA by Gen. William Fraser in March 2008. Fraser, Klein said, ‘’concluded the PA is failing to fight terrorism’’ and ‘’slammed the PA for failing to arrest, interrogate and place terrorist suspects on trail.’’ Fraser’s report also found the PA occasionally carries out arrests of suspected terrorists, but usually only following pressure from Israel or the U.S.. The arrested terrorists, the report said, are rarely interrogated or tried but instead are briefly detained.’’ Despite its own report, proving that the PA is unwilling to stop terrorism, the U.S. launched an advanced training program in March 2008, for the PA security forces. Klein reported of the training, ‘’Over 600 elite PA soldiers are enrolled in the current course, which includes training in the use of weapons, conducting ambushes, fighting street crime…’’ Another battalion of 600 PA security officers were trained by the U.S. recently. As previously noted, the U.S. has been training PLO/PA ‘’law enforcement’’ since 1996, costing the CIA ‘’tens of millions of dollars’’, reported the NY Times. Mathew Kalman, reported in the San Francisco Chronicle in 2005, that the CIA spent these millions on secret contracts to train, not only PA ‘’law enforcement’’, but members of Force 17. Force 17 is a known terrorist group, established in Lebanon in the 1970’s as a militia group which became loyal to Arafat. When Arafat was allowed into Israel through the Oslo Accord in 1993, Force 17 loyally followed him and didn’t waste anytime in murdering Israelis or Palestinian Arabs who helped Israelis. Force 17 terrorized and murdered Palestinian Arabs just for selling land to Israelis. The Washington Institute Organization, reported that Mahmoud Ali Jumhour, a land dealer, was kidnapped and murdered by officers of Force 17. Force 17 also threatened the lives of 100 Palestinian Arab land dealers who were on a list prepared by the PA. With this known information, the U.S. again trained PA security officers in 1999, right before the PA started its ‘’Oslo War’’ against Israel in Sep 2000. The American training came in perfect timing to maximize their successful attacks on the Israeli Jews. The New York Sun reported, that Abu Yousuf, who serves in Force 17, received American training in 1999 that he credits to the success of his terror attacks. Yousuf said, ‘’I do not think that the operations of the Palestinian Arab resistance would have been so successful and would have killed more than one thousand Israelis since 2000 and defeated the Israelis in Gaza without these [American] trainings.’’ The New York Sun, reported in an interview: ‘’Mr. Yousuf said his American trainings were instrumental in attacks on Israelis. ‘’All the methods and techniques that we studied in these trainings, we applied them against the Israelis’’, he said.’’ Now, keeping in mind, the little Jewish baby girl that was murdered from a sniper shot in the head in the Israeli city of Hebron in March 2001, Abu Yousuf said: ‘’We sniped at Israelis settlers and soldiers’’. Yousuf continued: ‘’We broke into settlements and Israeli army bases and posts. We collected information on the movements of soldiers and settlers. We collected information about the best timing to infiltrate our bombers inside Israel. We used weapons and we produced explosives, and of course the trainings we received from the Americans and the Europeans were a great help to the resistance.’’ Abu Yousuf explained the training included: ‘’…the use of weapons, all kinds of weapons and explosives. We received sniping trainings…learned how to put siege, how to break into places where our enemy closed themselves in…’’ Along with learning how to sniper Jewish baby girls in the head while in the arms of their fathers, Abu Yousuf also mentioned that he learned ‘’the best timing to infiltrate our bombers inside Israel.’’ Force 17 put their ‘’infiltration’’ skills to work and acquired three automobiles that they turned into fake Israeli ambulances to smuggle wanted terrorists and fellow Force 17 members with the purpose of attacking Israeli Jews. They were able to move from the PA- administered territory on the West Bank to major populated areas of Israeli Jews. Intelligence.org.il reported in June 2004: ‘’Under Israeli police interrogation, Khamis al- Maghrihi admitted that he served as a cover and that in actual fact the transport network was operated and directed by Force 17 activities.’’ Many members of Force 17 and the PA Preventive Security Services also openly serve in the Al-Aqsa Martyr’s Brigades terrorist group, reported the New York Sun. Of the forty-eight suicide bomb attacks against Israeli civilians between January 1, 2001 and August 31, 2002, the Al-Aqsa Brigades claimed responsibility for thirteen (HRW). The Brigades also, with the Islamic Jihad terror group, claimed responsibility for every suicide bombing in Israel between 2005 and 2006. Simply put, ‘’The Brigades is responsible for more terrorism from the West Bank than any other Palestinian Arab organization’’, reported the New York Sun. It is not a secret that the Al-Aqsa Brigades and their members in Force 17 and the PA Preventive Security Service, has only one motive- to murder every Jew they an. The American training has been proven to aid in the murder of Jews. With this knowledge, U.S. Sec. of State Condoleezza Rice, signed an agreement with PA Prime Minister Salam Fayyad in August 2007, to provide American training to Force 17. The training also includes the use of weapons, reported The New York Suns. By 2007, as Aaron Klein wrote in his book, ‘’Schmoozing with Terrorists’’, America has trained almost the entire senior leadership of the Al Aqsa Martyr’s Brigades.’’ Klein emphasized: ‘’The entire senior leadership of the Brigades in Nablus, [PA controlled city in Judea-Samaria] every single one of them, is U.S. trained.’’ The list goes on and on of terrorists who received U.S. training. Ala Senakreh, leader of the Brigades in Nablus and popularly known as the West Bank chief of the Brigades, Klein wrote: ‘’his cell is accused of planning multiple suicide bombings’’ and also ‘’serves in the PA Preventive Security forces.’’ Nasser Abu Aziz, is ‘’The infamous leader of the Brigades in Jenin- the city where most PA suicide bombers originate’’, Klein wrote. To further stain the U.S. dollar with blood, President Bush lobbied congress to approve a $86.5 million to enhance the training of PA security officers, including members of the Al-Aqsa Brigades. A source who participates in the U.S. managed negotiations for the Roadmap between the PA and Israel, spoke with Aaron Klein of Worldnetdaily. The source said of the training agreed upon between the U.S. and the PA for 2008: ‘’This training is unlike anything before…The training is more advanced than ever. It will create a very serious Palestinian army.’’ This advanced training will raise the profile of the Al-Aqsa Martyr’s Brigades from not only causing the most terrorism in the West Bank, [as stated in ‘’Schmoozing with Terrorists’’] but causing the most terrorism in all of Israel. The Al-Aqsa Brigades are also on the U.S. government’s list of terrorist organizations. However, the Clinton and Bush administrations, have made an exception as was done for the PLO. The administrations have signaled their acceptance and approval of the Brigades’ by continuing to train them. Their approval has gone so far, that they are arming the Brigades with lethal weapons, and proving the funds to acquire lethal weapons. These lethal weapons have been proven to target Israeli civilians and military and will continue to do so.

U.S. Govt. Arming Palestinian Authority Terrorists-

The U.S. government has made another exception- arming Palestinian Authority terrorists. The U.S. ‘’Arms Export Control Act’’, states that those who receive U.S. arms, are not allowed to ‘’contribute to an arms race…support international terrorism’’ and ‘’increase the possibility of outbreak or escalation of conflict’’ (Wikipedia). Despite this fact, the U.S. exported arms to the Palestinian Authority, who had a known history of using international aid, including U.S. dollars in direct aid to the PA, to purchase illegal weapons to attack Israeli Jews. The purchasing of weapons from various countries, such as Egypt, Iran, Iraq and Jordan, constitutes ‘’an arms race’’ against Israel- in violation of the Act. Fuad Shubaki was the Palestinian Authority chief financial officer. ‘’Shubaki estimated that $7-10 million were used every two years to purchase arms for the Gaza Strip, and another $2 million were spent on weapons for the West Bank’’, Jerusalem Post reported. Detailed documents captured by the IDF in Arafat’s Ramallah compound, explains the cost of weapons and weapon producing factories for terrorism. One document, from the Al-Aqsa Brigades to Shubaki, dated Sep 16, 2001, explains ‘’the costs of making one explosive charge is at least 700 NIS. Each week, we require 5 to 9 charges for cells operating in the various regions.’’ Israel’s Ministry of Foreign Affairs [MFA], who reported on the documents, said 700 NIS= $150. The MFA, reported another document that calculates ‘’an average of 7 bombs a week= 5000 NIS a week or 20,000 NIS per month.’’ Yet another document requests materials and finances needed to build a ‘’factory for the manufacturing of heavy weapons’’, including ‘’purchasing a lathe (costing $25,000)’’. The MFA explains the ‘’investment in the weapon factory is $100,000, and the ongoing expenses are measured at $15,000 per month.’’ In addition to stirring the ‘arms race pot’, ‘’Arafat ordered the appointment of PA officials in various Arab countries to facilitate the arms purchased’’, reported the Jerusalem Post of Shubaki’s confession to Israeli interrogators. Shubaki also confessed that the Palestinian Authority with Hizbullah and the Iranian Revolutionary Guard in 2002, organized a massive shipment of ‘’over 50 tons of armaments’’, including ‘’Sagger guided anti-tank missiles used by Hizbullah…LAW anti-tank missiles, long-range mortars, and mines…short and long-range Katyusha [rockets], including 122 mm rockets with a range of some 20 kilometers’’, reported Jpost. This one shipment, the Karine A, intercepted by Israel en route to Gaza (Jpost). In direct violation of the Arms Export Control Act, the U.S. sends arms exports to the Palestinian Authority, including the PA’s Tanzim and Al-Aqsa Brigades terrorists groups, who obviously ‘’support international terrorism.’’ An IDF spokesman said the PA Pres. Yasser Arafat’s Ramallah compound is ‘’A Center for Controlling and Supporting Terrorism.’’ U.S. Pres. Bush didn’t think that the PA had enough lethal weapons [which Arafat most likely purchased from the $36 million given him from the U.S. in 1993-1994]. The Bush administration coerced Israel into giving lethal weapons to the PA, as was done recently in 2007, right before the Annapolis conference on Bush’s ‘Roadmap’ plan. The Bush administration also sent direct shipments of weapons and ammunition to the PA that was undoubtedly used against Israeli civilians and military. Aaron Klein, Jerusalem Bureau Chief of Worldnetdaily, who reports that the U.S. ‘’regularly’’ supports PA Pres. Abbas with money and weapons, reported that in May 2006, the U.S. delivered a weapons shipment that ‘’included 3,000 American-made M-16 assault riffles and over 1 million rounds of ammunition’’ to Force 17. The head of Force 17, Klein reported, ‘’is also a senior Brigades leader, Mahmoud Damra and that PA Pres. Abbas appointed Damra this position in June 2006, even though ‘’Damra is on Israel’s most wanted list of terrorists, and accused of masterminding a string of attacks.’’ Also in June 2006, just days after the U.S. weapons shipments, the Al- Aqsa Brigades were able carry out three separate attacks against Israelis. All three attacks were shooting attacks, thanks to the new U.S. M-16 riffles. In one attack, an Israeli Arab was shot and killed, who was mistaken for a Jew as Aaron Klein reported: ‘’…Israeli security officials say the shooters likely mistook the victim for a Jew.’’ In the second attack, an Israeli was wounded while on a highway. The third attack, and the most gruesome, was an ambush of a bus, full of Israeli school girls by the Al-Aqsa Brigades. Aaron Klein had an exclusive interview with Abu Yousuf [mentioned earlier in a New York Sun report], a senior officer in Force 17 and who is openly a member of the Al-Aqsa Brigades, as are many Force 17 officers, in which Yousuf said of the shooting attacks: ‘’It is no coincidence that as soon as these American weapons arrived, we were able to carry out these accurate shootings.’’ Yes, combined with U.S. training and weapons, the Al-Aqsa Brigades were able to shoot the Israeli civilians ‘’accurately’’. A few months later, in October 2006, PA Pres. Abbas, again requested more weapons and ammunition from the U.S. Pres. Bush and Sec. of State Rice, please with the outcome of previous weapons transfers, approved ‘’Egypt’s shipment of arms to Abbas’ Force 17 Presidential Guard that December. The New York Times reported on Dec 29, 2006, that Israeli officials confirmed Egypt’s weapons shipment, including ‘’four trucks with 2,000 automatic riffles, 20,000 ammunition clips and two million bullets.’’ In January 2007, Aaron Klein, printed the article, ‘’American weapons to be used on Jews’’, on WorldNet daily.com. Klein reported in the article, that the U.S. with Israel, delivered ‘’7,000 assault riffles and more than 1 million rounds of ammunition’’ to PA Pres. Abbas. Abu Yousuf, senior member of Force 17 and the Al-Aqsa Brigades, naturally said to Aaron Klein: ‘’Its unnatural to think these American weapons won’t be used against the Israelis.’’ It speaks volumes that Yousuf, in his high ranking position in the PA, is saying that it is the ‘’nature’’ of the Palestinian Authority, under Pres. Abbas, to murder Jews. This is the permanent position of the PA and the U.S. govt. supports this position by supplying the necessary lethal weapons.

The U.S. govt. grossly abuses its diplomatic relationship with Israel to be able to transfer lethal weapons through Israel to the PA or it would be difficult. For example, if Hizbullah or the Iranian Revolutionary Guard try to transfer lethal weapons to the PA, Israel would do everything it could to prevent such a thing. But by pressing Israel, the U.S. has been very successful. Pres. Bush has abused his position to the fullest, as presidents before him did. Bush lobbied Congress to approve an $86.4 million ‘’package to equip and train security forces loyal to Abbas’’, as reported by the Washington Post. 86.4 million U.S. dollars will go directly to the funding of terrorism against Israeli Jews. It will be a bloody time for Israel, worse than the second intifada or ‘’Oslo War’’. This time, the PA terrorists will be more trained, heavily armed and within a closer reach to Israeli Civilians than ever before. The PA terrorists will be prepared by the U.S. to start the third intifada or final war to destroy Israel from within- a long awaited goal. By definition of violating the Arms Export Control Act, the second and soon-to-be third intifada, has been generated by U.S. arms to the PA and thereby: ‘’increasing the possibility of outbreak or escalation of conflict.’’

U.S Brings Terrorists As Peace Partners for Israel

The U.S. govt. is aware and has been aware of the PA’s goal under Abbas’s Fatah party to destroy Israel. Fatah has never hidden this goal, and yet the U.S. govt. insistently refers to PA Pres. Abbas and his party as ‘’moderate’’. U.S. Sec. of State Rice has gone so far as to say the U.S. had ‘’great admiration’’ for his [Abbas’s] leadership, reported the BBC on Oct 5, 2006. Rice must have ‘’great admiration’’ for Abbas’s Fatah party since Abbas was one of it’s founders and continuous leaders. As an expert on foreign affairs, especially in Middle East affairs, Rice is well educated on Fatah’s and Abbas’s history of terrorism and continuous terrorism.

Before Fatah became the dominant ‘’political’’ party in the PLO and Palestinian Authority, it began as a terrorist group in 1954. Yasser Arafat was one of the founder. In one of Fatah’s first major guerilla attacks on Israel, ‘’they attempted to sabotage the Israeli National Water Carrier’’ (Wikipedia). The goal of this attack was to murder Israelis by destroying their water supply, a precious necessity to the region. This attack was in alignment with Fatah’s only theme of armed struggle against the small state of Israel. Fatah’s constitution, as reported on camera.org, states: ‘’complete liberation of Palestine, and eradication of Zionists economic, political, military and cultural existence’’, Article 12, ‘’The Palestinian Arab People’s armed revolution is a decisive factor in the liberation fight and in uprooting the Zionist existence, and this struggle will not cease unless the Zionist state is demolished and Palestine is completely liberated’’, Article 19. Fatah is against ‘’any political solution offered as an alternative to demolishing the Zionist…’’, Article 22.\

Fatah joined fellow terrorist group, the Palestine Liberation Organization [PLO] in 1967 as a major party and three years later, Yasser Arafat became the PLO Chairman in 1960. The BBC reported that in the same year, ‘’Fatah is recorded to have carried out 2,432 guerilla attacks on Israel, Fatah also fought guerilla warfare against the civilians and militaries of both Jordan and Lebanon. In the 1960’s and 1970’s,while in Jordan, Fatah and other Palestinian Arab militias began taking control of civil life in Jordan. They set up road blocks, publicly humiliated Jordanian police forces, molested women and levied illegal taxes- all of which Arafat either condoned or ignored’’, {Wikipedia]. Also during this time period, Wikipedia states, ‘’Fatah provided training to a wide range of European, Middle Eastern, Asian and African militant and insurgent groups…’’ Fatah/PLO affiliated terror groups committed two of the most gruesome attacks of Israeli Jewish children in 1970 and 1974. The Avivim school bus massacre, in 1970 in which nine children and three adults were murdered , leaving 19 crippled. The Ma’A lot massacre in 1974 were the terrorists seized a school and killed a total of 26 students and adults, leaving over 70 wounded. Fatah/PLO committed similar crimes against humanity in Lebanon as in Jordan. The PLO, with Fatah, became the umbrella organization of several other terror groups by the time it established its headquarters in Lebanon. At the same time, the PLO became the ‘’sole legitimate representative of the Palestinian people’’, in 1974 and then received permanent observer status by the U.N. in 1975. While receiving honor and respect from the Arab League and the U.N., the PLO, held the lives of the Lebanese in their merciless hands. The PLO’s grip on Lebanon began when Fatah militants set up bases in the country after the 1967 Six Day War and was then joined by the Fatah militants from Jordan. The PLO-Fatah militants, under Yasser Arafat and Mahmoud Abbas, didn’t waste anytime in turning Lebanon into a virtual guerilla police state as they did in Jordan. Daniel Pipes, credited Middle East analyst, reported: ‘’In 1968, Muhammad ‘Abd al-Ghani, a thirty-year old assistant pharmacist, received a latter from Yasir ‘Arafat threatening to expel him from his home and job unless he joined Al- Fat’h.’’ Muhammad ‘Abd al-Ghani said, ‘’If I stay, they may kill me’’. When the PLO left Lebanon, he said, ‘’they will never catch me. There will be no more Yasir ‘Arafat.’’ The fear of the PLO-Fatah ‘’catching me’’ resounded through the hearts of almost the entire Lebanese population as if they were in one giant mouse trap. The victims’ accounts became worse than the next as they were finally able to speak, only when the PLO left Lebanon in 1982. If anyone dared to speak against the PLO-Fatah, they were tortured and murdered, including their families. Daniel Pipes reported: ‘’A muslim religious dignitary in Haruf, Sa’id Badr al-Din, who refused to incorporate Palestinian themes into his weekly sermons, lost his son, murdered by the PLO.’’ ‘’Mahmud al-Masri, a Shi’I religious leader in Ansar, led the opposition to PLO entry into the village in 1980; he was tied up and forced to witness the rape, execution, and mutilation of his fifteen-year old daughter.’’ ‘’When a search squad in Sidon turned up Israeli money and clothing in a man’s house, the PLO took the owner to Sidon’s central square, chained his arms and legs to the bumpers of four cars, and ripped him apart…’’ These barbaric acts were a regular occurrence. Dr. Khalil Torbey was one of many who confirmed this. He was ‘’frequently called in the middle of the night to attend victims of PLO torture. I treated men whose testicles had been cut off in torture sessions. The victims, more often than not, were…muslims. I saw men- live me- dragged through the streets by fast-moving cars to which they were tied by their feet (Jewishvirtuallibrary). Along with murdering individuals, the PLO-Fatah took out whole villages that even provided free health care to the Palestinian Arabs. Daniel Pipes reported: ’’On 19 October 1976, about 1,000 PLO troops stormed Ayshiyeh, a small Christian village whose citizens were suspected of cooperation with Israel; the PLO forced all but 65 of the villagers into a church, guarding them with cocked guns while those outside were systematically executed in the streets. The villager held in the church heard the whole massacre; when let out after two days, they found the bodies lying in pools of blood. To compound its cruelty, the PLO brought a fleet of trucks to the village and emptied the houses during those two days…’’ Cedarland.org recounts: ’’The Massacre and Destruction of Damour’’, a coastal town of 25,000 people, about 20 Km south of Beirut, ‘’containing five churches, three chapels, seven schools…one public hospital where Muslims from nearby villages were treated along with the Christians, at the expense of the town.’’ On 9 January 1976 the forces of Sa’iqa [a terrorist group under the PLO], consisting of 16,000...surrounded the town. ‘’Father Labaky telephoned the Muslim sheikh of the district and asked him, as a fellow religious leader, what he could do to help the people of the town. ‘’I can do nothing,’’ he was told ‘’They [PLO] want to harm you. It is the Palestinians. I cannot stop them…’’ Then he telephoned Kamal Jumblatt, in whose parliamentary constituency Damour lay. ‘Father’, Jumblatt said, ‘I can do nothing for you, because it depends on Yasser Arafat.’’ He gave Arafat’s phone number to the priest. An aid answered, and when he would not call Arafat himself, Father Labaky told him, ‘’The Palestinians are shelling and shooting at my town. I can assure you as a religious leader, we do not want the war, we do not believe in violence’…Father Labaky describes the scene: ‘In the morning I managed to get to the one house despite the shelling to bring out some of the corpses. And I remember something which still frightens me. An entire family had been killed, the Can’an family, four children all dead, and the mother, the father, and the grandfather. The mother was still hugging one of the children. And she was pregnant. The eyes of the children were gone and their limbs were cut off. No legs and no arms…’’ on 9 January the Palestinians cut off food and water supplies and refused to allow the Red Cross to take out the wounded. Infants and children died of dehydration.’’ On January 23, the last day, when the final onslaught came, hundreds of the Christians were killed. Father Labaky goes on: ‘’The attack took place from the mountain behind. It was an apocalypse. They were coming, thousands and thousands, shouting ‘Allahu Akbar! God is great! Let us attack them for the Arabs, let us offer a Holocaust to Mohammad. And they were slaughtering everyone in their path, men, women and children. Whole families were killed in their homes. Many women were gang-raped, and few of them left alive afterwards. One woman saved her adolescent daughter from rape by smearing her face with washing blue to make her look repulsive. As the atrocities were perpetrated, the invaders themselves took photographs and later offered the pictures for sale to European newspapers. Survivors testify to what happened.’’ 500 survivors ran into the Church of St. Elias with Father Labaky and decided to raise a white flag in hopes that the PLO would not murder them. Two young men from the town saw the flag and ran to warn them to escape. They told them, ‘We raised a flag in front of Our Lady, and they shot at us.’. A witness recounted that the PLO bombed the church a few minutes after they escaped. ‘’In all, 582 people were killed in the storming of Damour. Father Labaky went back with the Red Cross to bury them. Many of the bodies had been dismembered, so they had to count the heads to number the dead…The ruined town became one of the main PLO centers for the promotion of international terrorism…The commander of the combined forces which descended on Damour on 23 January 1976 was Zuhayr Muhsin, chief of al-Sa’iqa, known since then throughout Christian Lebanon as ‘the Butcher of Damour’…’ The PLO-Fatah terrorized the whole civilian population of South Lebanon by rape, theft, threats, kidnapping and murder. The PLO-Fatah got away with every crime as they forcibly replaced the Lebanese police and judicial system. Daniel Pipes reported: ‘’Witnesses testified to the sadistic torture carried out by the PLO prison in Sidon, a former municipal school whose basements became notorious. Above its dungeons was an ‘’entertainment center’’ for the prison commanders, consisting of an iron bed under Stars of David drawn in blood, used for gang rapes. Although the screams of young girls co[u]ld be heard all over the district, no one dared intervene.’’ Arab women said they were too scared to leave their homes. They recounted: ‘’[The PLO] killed people and threw their corpses in the courtyards. Some of them were mutilated and their limbs were cut off. We did not go out for fear that we might end up like them’’, the two Arab women from Sidon said. ‘’We did not dare go to the beach, because they molested us, weapon in hand’’ (Jewishvirtuallibrary). The PLO-Fatah committed these crimes also against the Palestinian Arabs living in Lebanon- the people who the PLO-Fatah are supposed to ’’represent’’. In a July 25, 1982 article of The New York Times, titled ’’Lebanese Tell Of Anguish Of Living Under The PLO’’, David Shipler reported that Miss Raad rented her house to the PLO, ’’for the P.L.O. leaders had, by all accounts, a lot of money. The Palestinians turned the house into a restaurant and casino…stopped paying rent, Miss Raad explained. ’’We asked for it back. They said no.’’ Both Lebanese and Palestinians describe such outright theft as a common practice of the P.L.O. guerillas…Youssef Alifreh, a young Palestinian resident of the Burj al Shemali camp, near Tyre, confirmed it. ’’Now we are happy because the armed P.L.O. left’’, he declared. ’’When somebody wanted to buy something, he would take it and not pay, and if someone would complain, he would shoot him.’’ Shipler also reported that PLO guerillas would routinely go into people’s homes and simply empty out the valuable contents. At the PLO checkpoints, the guerillas, holding ’’Soviet-made assault riffles often stopped the cars they fancied and simply took them.’’ PLO-Fatah theft of homes, farms and from retailers drastically hurt the economy. Shipler reported: ’’Towns such as Nabatiye, where an estimated population of 35,000, mostly Shiite Muslims, dwindled rapidly to about 4,000 or 5,000 as those who could afford to move fled to Beirut…[and] only have began to revive as residents stream southward to regain their homes after the P.L.O.’s departure.’’ Dr. Shabb, a resident explained to Shipler: ‘’many people who lived from their farms and orchards went bankrupt when the P.L.O. came in.’’ The PLO had completely taken control over life in Lebanon. Shipler reported: ‘’The head of the public works department in southern Lebanon said the guerillas had made his life miserable by stealing his equipment and limiting his authority over his workers…[He said], ‘’I was afraid. You would go to the south and they would shoot you and nobody would ever know’’. The Lebanese government officials were forced to leave their positions either at gunpoint or by threats. Shipler reported: ‘’As the P.L.O. became the government,…Elected officials stepped aside or stand quietly…Judges left the bench, lawyers left town.’’ Lebanon, once called ‘’the Paris of the Middle East’’, became a criminals paradise under the P.L.O. Shipler reported that the entire City Council of Tyre ‘’comlied with the P.L.O.’s demand that they step down, the Mayor said, except him…’’But of course I refused and told them I was ready to die before giving them the municipality.’’ The PLO stripped him of authority. ‘’In Nabatiye’’, Shipler reported, ‘’the Lebanese provincial Governor, Adnan Ibrahim…still speaks with the pain of those years…‘’I worked without having power. They did not want the police here. We were never free to say what we thought…’’ Tyre police officers were only reinstated by Israel after the PLO left. One officer recounted to Shipler: ‘’If somebody shot somebody, he would be protected by the Palestinians [PLO]…they would stop me and ask for my card. Me! I’m a policemen! I should demand their card! Shipler explained: ‘’As the police and court systems sere sapped of authority, the P.L.O. fashioned a crude security and judicial system of its own, one that had applied for many years in the camps. These townships were considered out of bounds to the Lebanese police, even in the late 1960’s.’’ By the late 70’s, Shipler reported created its own ‘’internal security force’’, ‘’discipline faction members’’ and ‘’people’s committees’’ to ‘’hand out punishment.’’ The PLO cowardly used civilians as shields from Israeli defense fire. Shipler reported: ‘’Towns and camps were turned into vast armories…antiaircraft guns were emplaced in schoolyards, among apartment houses, next to churches and hospitals.’’ The PLO also took part in starving the Palestinian Arabs. Daniel Pipes reported that in the summer of 1982, ‘’at a critical time in July, as the city of Beirut ran short of food supplies, the PLO commandeered a United Nations warehouse in West Beirut, blocking the distribution of flour, rice, sugar, corn beef, and milk powder to 30,000 Palestinians,…according to Sa’d Milham, a seventy-year-old Palestinian, the PLO used Palestinian civilians- their own people- as cannon fodder. When inhabitants of the Ein Hilwe refugee camp in Sidon took shelter in a mosque, the fighters pushed them outside to draw Israeli fire; those who refused to cooperate were shot in the mosque.’’

Washington Post columnists: Rowland Evans and Robert Novak, also verified the PLO’s atrocities when they reported on their findings in Lebanon, which they said, ‘’tend to support Israel’s claim that the PLO has become permeated by thugs…’’ (Jewishvirtuallibrary).

The Lebanese Ambassador to the U.N., Edward Ghorra, called out for help from the international community, but his plea fell upon deaf ears. On Oct 14, 1976, Mr. Ghorra said before the U.N. General Assembly: ‘’The Palestinians [PLO] had transformed most, if not all, of the refugee camps into military bastians around our major cities. Moreover, common-law criminals fleeing from Lebanese justice find shelter and protection in the camps. Palestinian elements belonging to various splinter organizations [under the PLO] resorted to kidnapping Lebanese and sometimes foreigners, holding them prisoner, questioning them, and even killing them…They went so far as to demand protection money from many individuals and owners of buildings and factories situated in the vicinity of the camp’’ (WLCU). Kamal Jumblatt, a prominent Lebanese official and major supporter of the PLO, wrote in his book,’’ I speak for Lebanon’’: ‘’It has to be said that the Palestinians themselves, by violating Lebanese law, bearing g arms as they chose and policing certain important points…Lebanese citizens and foreigners were arrested and imprisoned…Outsiders {PLO] making the law in Lebanon,…I never saw a less discreet, less cautious revolution’’ (WLCU). The World Lebanese Cultural Union referenced a memorandum, submitted to the Lebanese Chamber of Deputies, on 7th November 1975 by the Standing Conference of the Superior- Generals of the Monastic Orders of Lebanon, they state: ‘’[The PLO] involve the use of arms…The resistance also believes itself entitled to call openly upon the Lebanese to deny their political system…to suppress the expression of any opinion favorable to Lebanon in its own interest, providing a base and a refuge for international terrorism which can only be injurious to Lebanon.’’ The PLO was injurious to Jordan, and Lebanon as it is to Israel. The PLO received hospitality from three countries and in return, the PLO only sought to take them over by violence. If Fatah, under the PLO or its updated name, the PA, wanted to ’’liberate Palestine’’, then why was it so interested in taking over Jordan and Lebanon? One answer- Power. The late Arafat and Abbas, along with their Fatah party, were not, and are not interested in improving the lives of the Palestinian Arabs as they say. They only want a totalitarian state, where they can control and undermine the people as slave owners. They would have had settled for Jordan or Lebanon, but the U.S. is giving them Israel. Once in Israel, the PLO-Fatah, transitioned into the new ‘’Palestinian Authority’’ in 1994 as part of the Oslo Accord agreement. The PLO was still in operation as it is today, but no longer as the umbrella name, the PA became the new umbrella name. The reason for the new PA name, was too fool Israelis into thinking that they weren’t dealing with terrorists, as the PLO is internationally recognized as a terrorist org. The PA has the same members from the Palestinian National Council [PNC], PLO, and Fatah, with the same agenda of ‘’armed struggle’’ against Israel. However, since 1994, Fatah, has been able to be recognized as a ‘’political party’’ as opposed to its true character- a terrorist guerilla group. After signing the Accord, Arafat, Abbas, and their Fatah party were immediately treated like honorable kings They were invited to the Whitehouse for a job-well-done for simply signing a piece of paper and Arafat then received the Nobel Peace Prize [for agreeing to the Accord].

For Arafat to have received the Nobel Peace Prize, it is as similar to erecting Hitler and giving him the Nobel Peace Prize.

The PA, led by Fatah, immediately launched its plan to destroy Israel from within. Now that Fatah and its PLO members had been strategically placed in Israel, [thanks to Pres. Clinton] they were not going to waste this opportunity. Israel was in the most internally sensitive position than ever before. Fatah organized its militia members, categorized as: Fatah Tanzim, Al-Aqsa Martyr’s Brigades, Fatah Hawks, Force 17, and many others. Fatah also organized and coordinated with Hamas and Islamic Jihad. Together, they formed the ‘’National Islamic Forces’’. While in the process of planning the second intifada [Oslo War] Arafat and Fatah members expressed their unity and appreciation for Hamas and Islamic Jihad: (Likoed.com)

- ‘’When the master Hamas bomb-maker, Yiyhe Ayyash, was killed in 1996, Arafat praised him as a ‘’martyr’’ (N.Y. Times, June 8, 1996).

- ‘’Asked by a reporter about Hamas, Arafat replied, ‘’There is no confrontation with Hamas and the Palestinian Authority.’’ (United Press International, September 12, 1996).

- ‘’PA Justice Minister Freih Abu Medein said: ‘’The PA and the (Hhamas) opposition complement each other…We regard Hamas and Islamich Jihad as National Elements…The main enemy, now and forever, is Israel.’’ (An Nahar, April 11, 1995; Al Quds, April 14, 1995).

- ‘’Arafat named Imad Falouji, a Hamas activist from Gaza, as a Minister without Portfolio, and chose Talal Sidr, a Hamas activist from Hebron, as Minister of Youth, (Jerusalem Post), Jan 26, 1997).

- ‘’Col. Jibril Rajoub, chief of the Palestinian Authority’s Preventive Security Service, said in a May 27, 1998 interview with Al- Jazira television: ‘’We view Hams as part of the national and Islamic liberation movement…’’

- ‘’Abbas Zakai of the Fatah Central Committee said: ‘’[Hamas’s attacks] strengthen the Palestinian position…It would be dangerous to stop theses actions, because the [Oslo] Accord will crumble if there is nothing to make Israel go forward.’’ (Al Hayat, April 17, 1995).

The National Islamic Forces of Fatah, Hamas and Islamic Jihad, commenced their continuous war against Israel in September 2000. Fatah, leading the PA, suddenly began releasing hundreds of Hamas and Islamic Jihad [IJ] terrorists who were in PA prisons. [Hamas and IJ had claimed responsibility for fourteen suicide bombing attacks from Sep 1993- Sep 2000 (HRW)]. Shortly after these releases, as HRW reported, ‘’…the new round of suicide bombings began within a few months, again under the auspices of Hamas and Islamic Jihad.’’ The releasing of these prisoners was a strategic move by Fatah, a premeditated move. Is was no coincidence, that more terrorists on the streets, equals more terrorist attacks against Israeli Jews. This is exactly what Fatah wanted.

HRW reported on these prison releases: ‘’According to press reports, the first releases took place on October 4, 2000, when twelve Hamas detainees were released from Gaza Central Prison.’’ These releases were made public by the media, as HRW reported on them too, so it was not a secret to the Whitehouse. Fatah’s release of these terrorist prisoners was such a major contributor to the intifada, that Islamic Jihad felt compelled to credit the releases as part of its increased militia strength. Islamic Jihad’s website stated, as per HRW’s report: ‘’the support from the masses as well as the release of some strugglers [mujahidin] from the PA prisons, the efforts of the movement to rebuild its military strength hastened the establishment of a new military agency, sauraya al-quds.’’ During the intifada, the PA refused to arrest known terrorists to keep up the number of attacks. HRW reported that PA arrests declined and ‘’In late November 2000, the PA cabinet secretary and Arafat advisor Ahmad ‘Abd al-Rahman reportedly said that the PA and its Islamist opposition were ‘’fighting in the same trench.’’ The released terrorists , even included those whom Israel named in June 2001, as responsible for attacks against civilians and military targets. HRW reported: ‘’as many as one hundred’’ had been released by the PA from Israel’s list of named terrorists. The PA’s West Bank [Judea-Samaria] Preventive Security chief, Jibril Rajoub, confirmed the combined tactic to keep the terrorist groups on the street. Rajoub stated: ‘’We will not arrest any Palestinians who participated in the resistance prior to the cease-fire’’ [HRW]. HRW reported of the PA’s pathetic arrests: ‘’Even when arrests were made, there is little evidence to suggest that individuals responsible for suicide attacks against civilians were ever investigated, charged, or tried.’’ It is not surprising that the Israeli cabinet responded by declaring the PA ‘’an entity that supports terrorism’’ on December 3, 2001 (HRW). Yet, the U.S. government insists on aiding this ‘’entity that supports terrorism’’ and coerces Israel into negotiations with the PA that has only proven to be fatal for Israel. The U.S. govt. gave the PA, its leading Fatah party, and by extension- Hamas and Islamic Jihad, [as these groups combined forces] the necessities needed to launch the second intifada in Sep 2000. Hamas, Islamic Jihad and the PNC [Palestinian National Council], all attested to this fact. Matthew Levitt, reported in The Washington Institute for Near East Policy: ‘’As early as - October 2000, Hamas leader Mahmoud Zahar announced that Hamas and Islamic Jihad leaders were meeting with Fatah and Palestinian Authority [PA] officials ‘’at least once daily.’’ - ‘’…Abdullah Shami, an Islamic Jihad leader in Gaza, stated that ‘’all are going to share in the clashes.’’ - In 2001, ‘’…Hamas spokesman Ibrahim Ghawsheh described the ‘’harmony’’ that quickly developed between ‘’the Islamic forces represented in the Hamas and [Islamic] Jihad movements and the national forces, especially the Fatah movement.’’ - ‘’Speaking at an April 2001 conference in Tehran in support for the intifada, Palestinian National Council speaker Salim al Zanon declared: ‘’Brothers, we are united with the national and Islamic forces. This means all factions, including the Hamas movement and Islamic Jihad.’’

As concrete evidence of the combined forces, Matthew Levitt reported on documents, captured by Israel from Jenin [PA controlled town in Judea-Samaria] in March 2002. The documents, Levitt reported, ‘’revealed that Islamic Jihad, Hamas and Fatah operatives had established a joint framework for patrolling the camp, including a ‘’combined force’’ and a ‘’joint operatives room.’’ Levitt added: ‘’Internal Palestinian intelligence documents seized by Israel indicate senior Palestinian [PA] security officers ‘’supplied PIJ [Islamic Jihad] and Hamas in the Jenin area with most of the weapons in their possession.’’ Jenin was and is a terrorist stronghold and haven for the reasons mentioned by Levitt. The terrorist groups not only shared weapons and intelligence, but explosives technology as well. Levitt reported: ‘’with the help of Hamas, Islamic Jihad also gained technical expertise in the manufacture of rockets, developing a homemade rocket similar to Hamas’ Qasam.’’

Now keeping in mind the 86.4 million U.S. dollar deal to arm and train Fatah’s supposed ‘’security officers’’ in 2008, Abu Abdullah, a senior member of Hamas, said in an interview with Aaron Klein of Worldnetdaily.com in 2007: ‘’The U.S. gives weapons to Fatah during internal Palestinian clashes, but one day when we go back to carrying out operations together, these [weapons] will be shared.’’

The U.S. govt. continues to arm the PA and its Fatah leadership with the knowledge that Hamas or any terrorist group who wants to shoot at a Jew, can simply ask the PA for its U.S. rifles. Hamas and Fatah worked together before and they plan to work together again, as Abu Abdullah stated to Aaron Klein. As a matter of fact, Abu Abdullah is not the only senior level figure speaking of a reunification between the two terrorist parties. On Feb. 22, 2009, a PA official told the Jerusalem Post that ‘’The administration of president Barack Obama believes that a Hamas-Fatah government is good for stability.’’ (http://www.jpost.com). Of course, this will only be ‘’good’’ for the weapons’ sharing terrorists, Hamas and Fatah; not Israel.

 

As an ‘’entity that supports terrorism’’, the PA and its Fatah leadership, also utilizes their own terrorist groups, such as Fatah Tanzim and the Al-Aqsa Martyr’s Brigades. Fatah provides finances, intelligence and weapons to both, as it does for the other several dozen terrorist groups under its command. Tanzim’s terror attacks picked up speed in the mid 1990’s and became even more gruesome as the second intifada was launched. Together, with the Al-Aqsa Brigades, Tanzim ‘’claimed responsibility for over 300 attacks in which civilians were killed’’ during the second intifada, reported camera.org. ‘’Tanzim’’, in Arabic, means ‘’organization’’. In other words, ‘’Fatah Tanzim’’, means ‘’Fatah organization’’. Fatah is directly responsible for every single terrorist attack committed by its organization, because Fatah itself is committing these terror attacks. Therefore, Fatah is a terrorist organization. To keep up its terrorist activates, Fatah Tanzim’s budget required ‘’approximately two and one half million dollars per year’’. as reported by globalsecurity.org.

2.5 million dollars is a lot of money, so its safe to say that the PA really appreciates those large direct U.S. govt. payments to put up the bill. For example, that $36 million direct payment to the PA from Pres. Clinton just before the second intifada began, can pay for Tansim’s terror attacks for up to 18 years. After all, Fatah Tansim ’’receives most of its funding directly from the PA’’, reported global security.org. Some of Tanzim’s most heinous attacks were during late 2001-2002, during the second intifada. In 2001, Tanzim attacked a bus in Judea-Samaria [WB] that killed ten people and injured over thirty and on April 10, 2002, Tanzim committed a suicide bombing on a Haifa bus, killing 8 and injuring many others (global security.org). Globalsecurity.org reported on ‘’Another suicide bomb attack, which is believed to have been a joint effort by Fatah Tanzim and Hamas, killed 19 and injured 40 (mostly high school students) on a Jerusalem bus on June 18, 2002.’’ All the homework and studying in the world couldn’t get a high school diploma for the students on the bus because their young lives were taken away from them. The students, at their young age, were in the best physical shape, and enjoyed optimum health, yet their bodies were left in disfigured pieces.

At their disposal, the Tanzim enjoys ‘’…tens of thousands of weapons of all kinds- from pistols to machine guns, ‘’ states the Israel Ministry of Foreign Affairs (MFA). The Israel MFA also states that in addition, Tanzim enjoys ‘’tens of thousands’’ of members with ‘’branches in every neighborhood, village, refugee camp and high school. Most of the Tanzims’ force are adult Palestinian men, aged 20-35...’’ Sadly, their victims will never reach adulthood as the Tanzim members do.

‘’Their target is every day life’’. Human Rights Watch said of suicide bombers in its report:. Indeed, the bombers are cowards for targeting every day life.

Tanzim’s fellow terrorist group, the Al-Aqsa Martyr’s Brigades, made its début at Fatah’s ceremonial parade to officially show the relationship between Fatah and the Brigades. Usama an- Najjar, the Brigades’ ’’official spokesman described to the Lebanese weekly ’’al- Intiqad’’, HRW quoted: ’’Its (the Brigades) establishment was officially announced on January 1, 2001, during the military parade in commemoration of the establishment of the Fatah movement (January 1, 1965).’’ Usama al- Najjar, then described the Brigades first attack, HRW quoted: ‘’The al-Aqsa Brigades consider the killing of a Zionist settler [Israeli Jewish civilian] near the West Bank [Judea-Samaria] village of Jalameh at the beginning of 2001 as its first operation.’’ Fatah must have been proud of its ‘’operation’’.

HRW reported that Awni al- Mashni, a member of the Fatah Higher Committee, said of the Brigades: ‘’Anyone could join and shoot at a settlement {Jewish community]…’’, and they did. HRW reported : ‘’multiple shooting attacks against Israeli settlers’’ by the Brigades. One of the most horrific shootings by the Brigades, was at a Jewish celebration of a young girl turning 13-years-old. HRW described the celebration that turned into a massacre: ‘’…[the Brigades attacked] the guests at a Bat Mitzvah party in Hadera on January 18, 2002, in which six civilians were killed and more than thirty injured.’’ Fatah is directly responsible for every single terrorist attack committed by the Al-Aqsa Brigades because the Al-Aqsa Brigades is Fatah itself. The Al-Aqsa Brigades is on the U.S. govt.’s list of named terrorist organizations, therefore Fatah is a named terrorist organization. The Israel MFA, states that: ‘’The Al-Aksa Brigades’’ is a cover name assumed by the Fatah to avoid responsibility for its terrorist activates.’’ The Israel MFA also states that ‘’The organization’s [Brigades’] activates are directed by Marwan Barghouti [head of the Tanzim in the West Bank], who passes concrete evidence instructions to Al-Aksa operatives.’’ In his role as Fatah’s general secretary in the West Bank [Judea-Samaria], Marwan Bargouti headed both, the Tanzim and the Brigades. In October 2002, Human Rights Watch noted: ‘’The involvement of the al-Aqsa Martyrs Brigades marked a significant increase in the incidence of attacks’’, especially in March 2002. HRW added: ‘’March 2002 was the bloodiest month to date, Palestinian suicide bob attacks killed at least eighty Israeli civilians and wounded or maimed some 420.’’ At the same time, Jibril Jaoub, the PA’S West Bank Preventive Security chief, was saying in March 2002, that the Brigades were ‘’the noblest phenomenon in the history of Fatah, because they restored the movement’s honor and bolstered the political and security echelon of the Palestinian Authority’’ (HRW).

There is nothing noble or honorable about the Brigades, Fatah or the Palestinian Authority. Slaughtering eighty innocent people and maiming 420, is not honorable, yet Fatah and the PA think so. Fatah and the PA think so because it is their policy to slaughter innocent Israeli Jews. This policy is confirmed in HRW’s report that stated: ‘’The al-Aqsa Brigades’ attacks against civilians have been considered by many- including the Israeli authorities- to reflect an official policy of support for suicide attacks against civilians by the leadership of Fatah, and by extension, the PA.’’ As further evidence of this official policy, ‘’one well-informed Nablus [PA controlled city]- based Palestinian journalist told Human Rights Watch that Barghouti [Fatah’s general secretary in the WB]…said ‘the intifada will continue’ he was expressing policy, not just his opinion’’ (HRW). As part of Fatah’s official policy, to slaughter Jewish civilians, Fatah also uses children as weapons. HRW reported: ‘’…three of the perpetrators of al-Aqsa Brigades attacks in 2002 have been under the age of eighteen.’’ Fatah doesn’t mind blowing up innocent Israeli Jews, so Fatah certainly doesn’t mind sending its children to blow themselves up either. These children received their instructions to murder their Jewish neighbors from Fatah itself. ‘’Maslama Thabet, identified as a 33-year-old al-Aqsa Brigades leader in Tulkarem’’, explained: ‘’The truth is, we are Fatah itself, but we don’t operate under the name of Fatah. We are the armed wing of the organization. We receive our instructions from Fatah’’, HRW quoted. The Palestinian Authority, along with Fatah, bears responsibility for every single terrorist attack committed by the Brigades. Even Ahmed Qurei, who was the Prime Minister of the PA and Fatah member, stated in the Arabic daily, Asharq al-Awsat, in 2004: ‘’We have clearly declared that the Aqsa Martyrs Brigades are part of Fatah[.]…We are committed to them and Fatah bears full responsibility for the group.’’ The U.S. govt. also bears responsibility for the terrorist attacks committed by the Brigades, as the U.S. govt. supports Fatah and was instrumental in setting up the Palestinian Authority through the Oslo Accord. Regretfully, the U.S. citizens, through their tax dollars, also bear responsibility for Fatah’s terrorist activates, as it is their tax dollars that the U.S. govt. uses to fund Fatah and the PA.

As for Mahmoud Abbas, one of the leaders responsible for the PA and Fatah, and who U.S. Sec. of State Rice, says the U.S. govt. ‘’greatly admires’’, he spent ‘’…his days as a guerilla commander in the P.L.O. state-within-a-state in southern Lebanon, he rode around Beirut in a Mercedes’’, Time Magazine reported. Yes, the pompous man who co-founded Fatah and the PLO; the man who co-led Fatah and the PLO, into rape, murder, theft, and destruction in Jordan, Lebanon, and Israel- is ‘’greatly admired’’ by the U.S. govt. Mahmoud Abbas was elected ‘’chief of the Palestine Leberation Organization [PLO]’’ in 2004 after Yasser Arafat‘s death. This is the same PLO that is a named terrorist organization by the United States Congress. As the co-founder and leader of a terrorist organization, Mahmoud Abbas, by definition of his title and his terrorist acts, is a terrorist. Every single member of Fatah and the PLO, including Mahmoud Abbas and, Yasser Arafat, [when he was alive] should have been tried for crimes they committed against humanity in Jordan, Lebanon and Israel. Abbas and Arafat, bear unique responsibility as leaders, for encouraging and allowing the crimes of rape, mutilation, murder and theft committed by their group in these countries. They are guilty of these inhumane crimes. They should have been punished according to the law of each victimized country and the U.N. However, the U.S. govt. has ensured that the victims of Fatah and PLO atrocities under Abbas and Arafat’s leadership, will never see justice.

In 1982, when the Israeli forces cornered the PLO headquarters in Lebanon, the U.S. govt. intervened to protect the PLO by sending U.S. marines to provide the guerillas safe passage out of Lebanon to Tunisia. The U.S. back Oslo Accord, then allowed the PLO guerillas to leave Tunisia and enter Israel in 1993. Essentially, the U.S. govt. provided a safe haven and security to an organization on the U.S. list of terrorists. In this move, the U.S. govt. denied justice to the victims of PLO atrocities. The PLO guerillas got away with rape, mutilation, murder and theft by the U.S. govt.’s help. They should have never been able to enter Israel after what they did to Jordan and Lebanon. Nonetheless, the U.S. govt. put in its ‘’efforts’’ to allow the PLO into Israel, while the PLO-Fatah were carrying out attacks against Israel from Tunisia at the same time. Its at this time, from the late 1980’s to the early 1990’s, that led up to the Oslo Accord. This pre-Oslo period mirrors the pre-Roadmap period between 2002-2008(present). These two periods have been the most significant in ‘’agreements’’ between Israeli leaders and PLO-Fatah leaders. Arafat, the PLO chief and Fatah leader, vainly proclaimed ‘’an end to terrorism’’ and ‘’recognized Israel’’ in 1988. Abbas, the PLO chief, and Fatah leader, vainly proclaims ‘’an end to terrorism’’ and ‘’recognizes Israel’’ in present day. Arafat’s PLO-Fatah actions spoke louder than his empty words as does Abbas’ PLO-Fatah actions against Israel do now. In 1989, only one year after Arafat’s words of ‘’recognizing Israel’’ and ending terrorism’’, Israeli authorities found 15 secret PLO documents for terrorist plans in Gaza City. The New York Times was given detailed information from the Israeli authorities regarding these secret documents. The Times reported: ‘’One document, [of the 15] a letter purportedly written by a P.L.O. official based in Tunis and Amman [Jordan]…In it, a known operative for Fatah, Yasir Arafat’s wing of the P.L.O., is ordered to carry out attacks on ‘’two levels’’, the first against Palestinians suspected of cooperating with Israel while ‘’the second level will be against the enemy directly with hand grenades.’’ This document becomes even more significant to the pre-Oslo and pre-Roadmap periods because as the Times continued, it ‘’…carefully details how some of the attacks should be carried out and then credited to a fictional group called ‘’the Revolutionary Eagles’’. The outstanding reason for the fictional name, the letter reads, reported the Times: ‘’We want to work in this way’’, the document says, ‘’in order not to cause the organization responsibility in this period because there is negotiations with the United States on the political level.’’ ‘’The Revolutionary Eagles’’, like Abbas’ Fatah party cover name, the Al-Aqsa Martyr’s Brigades, assumes freedom from accountability to continue terrorist attacks against Israel and ‘’collaborators with Israel’’. This New York Times’ special report on October 24, 1989, noted how ‘’…in recent weeks the fictional ‘’Revolutionary Eagles’’ group cited in the document has publicly taken credit for several attacks against Palestinians believed to be co[o]perating with Israel.’’ And that ‘’…Israel has counted at least 100 attacks of various sorts-79 against Israelis and 21 against Palestinians- by Fatah operatives since Mr. Arafat recognized Israel and renounced terrorism last November [1988].’’ This relentless tactic to smile in front of the Israeli camera for ‘’peace’’ while putting a bullet to the head of a Jew is consistently used by both PLO leaders-Arafat and Abbas. After all, Abbas and Arafat walked in the same shoes, so why should their tactics differ? A member of the PLO and Fatah leadership, Abbas participated in the Munich massacre, where 11 Israelis athletes were murdered. Worldnetdaily reported on April 29, 2003: ‘’Mahmoud Abbas, known as Abu Mazen, provided financing for the terrorist attack that killed 11 Israelis athletes at the 1972 Olympic Games in Munich, Germany, says Israeli attorney Nitsana Darshan-Leitner, director of the Shurat Hadin- Israel Law Center.’’ Worldnetdaily’s report included a letter that Shurat Hadin wrote to both Pres. George W. Bush and German Chancellor Gerhard Schroeder. The letter to Pres. Bush said: ‘’Under your leadership the United States has declared that it will no longer conduct diplomacy with those tainted by terrorist pasts. It appears that the new Palestinian leader to which the United States and Israel are now pinning all their hopes, was also involved in murderous attacks perpetrated by the PLO’s Black September [Black September is another cover name for Fatah]. Abu Mazen’s [Mahmoud Abbas’] alleged role in the brutal killing of the Israeli athletes and American citizen David Berger must also preclude his involvement in the negotiations between Israel and their Arab neighbors.’’ Shurat Hadin’s claim on Abbas’ involvement, includes a testimony from Mohammad Dauod, a PLO operative who organized the Munich massacre. ‘’Abu Mazen, [Mahmoud Abbas] Dauod complained, is now considered ‘’respectable’’ even though he also was involved in the Munich attack’’, Worldnetdaily quoted. Dauod, ‘’the PLO operative recalled how Arafat and Abu Mazen both wished him luck and kissed him when he set about organizing the Munich attack.’’ The Worldnetdaily report also referenced an interview that Dauod had with Sports Illustrated in which he openly discussed the Munich massacre and Abbas’ involvement. Dauod said: ‘’Today, the Bush Administration seeks a Palestinian negotiating partner ‘uncompromised by terror’, yet last year Abu Mazen [Abbas] met in Washington with Secretary of State Colin Powell.’’ As concrete evidence of Abbas’ disregard and contempt for the lives of Jews, he published a book in Arabic in 1983, which translates to ‘’The Other Side’’: The Secret Relations Between Nazism and the Leadership of the Zionist Movement’’. Raphael Medoff, director of The David S. Wyman Institute for Holocaust Studies, reported on ‘’The Other Side’’ in a February 26, 2003 article, in which Medoff states: ‘’The book reportedly attempts to cast doubt on the fact that the Nazis slaughtered 6 million Jews, according to a translation provided by the Simon Wiesenthal Center in Los Angeles. ‘’Following the war’’, he [Abbas] writes, ‘’word was spread that six million Jews were amongst the victims and that a war of extermination was aimed primarily at the Jews…The truth is that no one can either confirm or deny this figure. In other works, it is possible that the number of Jewish victims reached six million, but at the same time it is possible that the figure is much smaller- below one million.’’ Abbas denies that the gas chambers were used to murder Jews, quoting a ‘’scientific study’’ to that effect by French Holocaust denier Robert Faurisson.’’ Medoff also stated from Abbas’ book, that ‘’Abbas believes the 6 million figure is the product of a Zionist conspiracy: ‘’It seems that the interest of the Zionist movement…is to inflate this figure so that their gains will be greater’’, he writes. ‘’This led them to emphasize this figure in order to gain the solidarity of international public opinion with Zionism. Many scholars have debated this figure of six million and reached stunning conclusions- fixing the numbers of Jewish victims at only a few hundred thousand.’’ Another falsehood. In fact, no serious scholar proposes such a figure’’, Abbas, by his own actions and convictions is not only a terrorist, but also a Holocaust denier. Abbas has similar convictions to that of the President of Iran, Ahmenidenjad and the Ku Klux Klan. Ahmenidenjad as staunch Holocaust denier, is also vowing and relentlessly working to nuclear bomb the entire State of Israel. The Klu Klux Klan [KKK] are staunch Holocaust deniers who vow and relentlessly work to revive the Hitler movement. From Abbas’ book, it seems he would look upon Ahmedinejad and the KKK as ‘’non-problematic’’ to the Jews because he believes its all a ‘’Zionist conspiracy’’. A former PLO terrorist, Walid Shoebat, author of ‘’Why I left Jihad’’, explained to CNN’s Kyra Phillips, the racist inhumane logic behind Abbas’ denying the Holocaust: ‘’in the Arab mentality in the Middle East, from the beginning of Mahmoud Abbas, who is considered secular, all to the way to the way to the fundamentalists, the denial of the Holocaust is the premise of this education [education against Israel]. So, we denied the Holocaust ever exi[s]ted. So when we’re seeing the- if we see the footage of the Holocaust in the Middle East, we say, well, how did they have such scrawny bodies? What kind of a diet plan were they on? Because the whole thing was an enactment. It wasn’t reality. This is an enactment to establish, design a state. In Germany, it’s illegal to deny the Holocaust, but yet in the Middle East, denial of the Holocaust is flourishing. So the moment I started getting a good grip that the Holocaust was a historical reality, I started to understand that evil cloaks itself in nice, fabricated fashions. Evil cloaks itself, just like Nazism does, that it’s a good cause. And Israel becomes a vermin. The Jews are vermin.’’ How can Abbas or anyone from his PLO, Fatah or Palestinian Authority [PA] who believes the Jews are vermin, be trusted to keep agreements with Israel? The most important agreement in the Oslo Accord on the side of the PLO-Fatah, was to ensure the security of the lives of Israelis by stopping terrorism. Not only did the PLO break this agreement, Arafat used his new powers of Palestinian Authority president to increase terror against Israelis. For his part, Abbas supported the increased terrorist attacks against Israelis. During the second intifada, Abbas encouragingly said in March 2003 to a London-based Arabic paper A-Sharq al-Aussat: ‘’The intifada must continue, and it is the right of the Palestinian people to resist and use all possible means…all means and arms’’ (INN). ‘’All possible means’’ and ‘’arms’’, includes blowing up Israeli school buses, and putting a sniper’s bullet into a baby girl’s head, both of which was done during the intifada. As a seasoned terrorist and Holocaust denier, Abbas expectedly became the Palestinian Authority president in 2005.

U.S. Pres. Bush embraced Abbas’ presidency and eagerly invited Abbas to the Whitehouse twice in 2005. After Abbas’ first trip to the Whitehouse in May 2005, Pres. Bush made a direct payment to the PA of 50 million dollars, signaling his approval and support for Abbas’ presidency. In October 2005, when Abbas made his second trip to the Whitehouse for that year, Pres. Bush rededicated himself and the U.S. govt. to Abbas’ leadership of the PA. In his welcoming speech to Abbas, Pres. Bush said it was his ‘’honor to welcome’’ Abbas to the Whitehouse and that he ‘’appreciates’’ Abbas’ ‘’service’’ as the PA president. On September 21, 2006, when Abbas met with Pres. Bush in New York, Bush went on to tell Abbas: ’’I can’t thank you enough for the courage you have shown.’’ Mahmoud Abbas, the man who funded and encouraged the murder of Israeli athletes and children is ’’courageous’’? Murdering defenseless human being is the opposite of ‘’’courageous’’. Abbas belongs in jail along with all of his terrorist associates, not being praised as ‘’courageous’’ by the president of the United States. Only two weeks later, ‘’the courageous’’ Abbas stated on PA television on October 7, 2006: ‘’Hamas is not required to recognize Israel. It is not required of Hamas or of Fatah, or of the Popular Front [PFLP] to recognize Israel.’’ Abbas and his Fatah party don’t even recognize Israel, according to Abbas himself, and apparently, aren’t really required to, but he is still considered ‘’courageous’’ by Bush. How can the U.S. govt. pressure Israel into the ‘Roadmap’ agreement with Abbas and his Fatah party or anyone else who doesn’t even recognize Israel as a state? Not recognizing Israel is equivalency to not recognizing Israel’s right to life. This equivalency can be seen in Abbas’ four-decade-leadership of Fatah.

In an interview with the Jordanian daily al- Dustar, Abbas proudly describes the defining moments in his terrorist career: ‘’I had the honor of firing the first shot in 1965 and of being the one who taught resistance to many in the region and around the world.’’ In this statement, Abbas actually takes it upon himself to assume the sole ‘’honor’’ of being the first terrorist [against Israel] and teaching terrorism to the world. In the same interview, Abbas continues to give himself the ‘’honor’’ as the first terrorist and also gives Fatah the credit for training everyone involved in terrorism against Israel: ‘’We [Fatah] had the honor of leading the resistance and we taught resistance to everyone, including Hizbullah, who trained in our military camps.’’ This interview was done in February 2008, the same year that Abbas is expected by the U.S. to sign Bush’s permanent ‘Roadmap’ plan with Israel. Keeping this timeframe in mind, Abbas also stated in this interview: ‘’At this present juncture, I am opposed to armed struggle because we cannot succeed in it, but maybe in the future things will be different.’’ Basically, this is the same tactic used by Arafat when the U.S. was drawing up the Oslo Accord. Arafat said he recognized Israel and was ending terrorism, but as those 15 secret PLO documents revealed, he was still planning terrorist attacks. Abbas says his party doesn’t even recognize Israel and he is still allowing terrorist attacks to continue. At a future date, after the permanent agreement is signed, as Abbas eluded, he will unleash the third intifada, just like Arafat unleashed the second intifada after the Oslo Accord were signed. Abbas said ‘’things will be different’’, expectantly, after the permanent Roadmap is signed. Abbas was referring to the PA’s armed struggle capabilities. Before Arafat signed the Oslo Accord, the PLO had become dispersed and weakened after its headquarters were moved out of Lebanon to Tunisia. Signing the Accord meant power and organization to the PLO. The Accord allowed for the PLO to regroup and move its headquarters into the heartland of Israel. This, of course enabled the PLO to attack Israel in a more powerful way than they could outside of Israel. The Accord also provided the PLO a tighter grip on weapons and communication inside Israel. They were able to set up ‘’security’’ and ‘’police’’ units with which they used to orchestrate and time more ‘’successful operations’’ against Israelis, especially during the second intifada. Now that Abbas is expected to sign the permanent Roadmap plan, his ‘’security’’ and ‘’police’’ units are receiving multi-million dollar training and weapons from the U.S.. Before Abbas was expected to sign, the PA did receive training and weapons, but not on the very massive scale it receives now. Abbas’ units will now become a ‘’very serious army’’ in strength and intelligence’’, a source involved in the Roadmap negotiations told WorldNet daily. The new Palestinian Authority army, will replace the Israeli army and security in Judea-Samaria after Abbas signs. Essentially, the Palestinian Authority units who have been mobilized to murder Jews in the past and present- will be solely responsible for protecting Jews. The Israeli army and security will not be able to stop the Palestinian Authority when they launched the third intifada. Signing a piece of paper, regardless of its title, such as ‘Oslo Accord’ or ‘Roadmap’ will not stop Fatah’s terrorism, when terrorism is the core of the organization. This fact has been proven time and time again, and it will not be changed.

Just months before Abbas’ expected signature of the ‘Roadmap’ agreement, he personally chose two terrorists out of a list to receive the Al Kuds Mark of Honor. This Al Kuds Honor is ‘’the PLO’s highest medal’’, reported the Jerusalem Post on April 16, 2008, and this Honor ‘’is decided at the discretion of the PA president, and he alone has the final say when choosing the Palestinians to be honored with the medal’’. The two terrorists, who are females, were Ahlam Tamimi and Amra Muna. Ahlam Tamimi, Jerusalem Post reported, is ‘’a Hamas affiliate serving a life sentence for driving the suicide bomber who exploded himself in the Sparro restaurant in Jerusalem…’’ The Israeli Ministry of Foreign Affairs, reported that in this suicide bombing of the Sparro pizzeria, ‘’15 people were killed, including 7 children, and about 130 were injured…The 5kg.-10kg. Bomb, which was packed with nails, screws, and bolts to ensure maximum damage, completely gutted the restaurant, which was full of lunchtime diners.’’ The second female terrorist, Amra Muna, Jerusalem Post reported, ‘’seduced Ophir Rahum over the Internet and then lured him to Ramallah were he was murdered.’’

Due to Israeli outrage, Abbas has revoked the honors from these two terrorist at the present time.

Nonetheless, Israel has been lured into signing an ‘’agreement’’ with Mahmoud Abbas, a man who thinks that the highest honor is to murder Israeli civilians including Israeli children.

Why Israel? Why didn’t the PLO [Palestine Liberation Org.] settle for Jordan or Lebanon? The PLO had ‘’militarily’’ created a ‘’state-within-a-state’’ in both countries. A ‘Palestinian’ state could have possible been established in either country if the international community accepted it. In Jordan especially, considering 80 percent of Jordan’s population is Palestinian Arab already and its land mass is 2 or 3 times larger than Israel and Lebanon. Israel and Lebanon, both very small countries, can’t support a Palestinian state, but Jordan can. Lebanon’s economy became completely drained as a result of the PLO using up Lebanon’s limited resources. The internationally planned Palestinian state to be carved out of tiny Israel will leave Israel with a 9-mile width at its midsection.

A country with a width of 9-miles is not sustainable, a city with a width of 9-miles is. Essentially, Israel will no longer be considered a country, it will become a city in the Middle East. As dangerous as this plan is to Israel’s existence as a country, this plan is 100 percent accepted by the international community- spearheaded by the Arab League and the United States.

As previously mentioned, U.S. Secretary of State Henry Kissinger said to the Iraqi Minister of Foreign Affairs Sudan Hammadi, in 1975: ‘’we can’t negotiate about the existence of Israel, but we can reduce its size to historical proportions.’’ It will be ‘’historical’’ when Israel is ‘’reduced’’ to ‘’proportions’’ the ‘’size’’ of a city! 
    In that same conversation, the Iraqi party asked Kissinger: ‘’Your Excellency, do you think a settlement would come through the Palestinians in the area? How do you read it? Is it in your power to create such a thing?

Kissinger responded: ‘’…I think the Palestinian identity has to be recognized in some form. But we need the thoughtful cooperation of the Arabs. It will take a year or a year and a half to do it and will be a tremendous fight. An evolution is already taking place.’’ From this conversation, it seems that the Arab League [which Iraq is a member of] and the U.S., were in close cooperation together, regarding a Palestinian settlement from the 70’s. The ‘’evolution’’ that Kissinger so highly spoke of, could have been referred to as the PLO-Fatah ‘’activates’’.

The Arab League founded the PLO in 1964, which brings up the question again- Why Israel? This question can be answered by looking into the PLO’s ‘’Palestinian National Charter’’ or in Arabic, ‘’Al-Mithras Al-Kawmee Al-Philisteeni’’. ‘’Al-Kawmee has no exact equivalent in English but reflects the notion of Pan-Arabism’’, states the PLO’s Permanent Observer Mission to the U.N.. Essentially, the PLO is based on Pan-Arabism, meaning unification of the Arab countries as a whole in the Middle East.

Israel, having any sovereignty in the Middle East, is viewed by the Arab League as preventing that unification, because it’s a Jewish state and neither Islamic.

Iran is the only other non-Arab state in the Middle East, but it’s Islamic and therefore accepted by the Arab League, as Pan-Arabism is aligned with Pan-Islamism.

The Palestinian National Charter’s introduction goes on to state: ‘’We, the Palestinian Arab people, who believe in its Arabism…move forward on the path of holy war (al-Jihad) until complete and final victory has been attained.’’ The Charter then reaffirms Pan Arabism in Article 1: ‘’Palestine is an Arab homeland bound by strong Arab national ties to the rest of the Arab Countries and which together form the great Arab homeland.’’ In keeping with Pan-Arabism, the Arab League’s racist refusal to recognize Israel in the ‘’Arab homeland’’, the Middle East, is aggressively clear in the following articles:

Article 19: ‘’Israel…is a permanent source of tension and turmoil in the Middle East….’’

Article 17: ‘’The partitioning of Palestine, which took place in 1947, and the establishment of Israel are illegal and null and void…’’

Article 18: ‘’The Balfour Declaration, the Palestine Mandate System, and all that has been based on them are considered null and void.’’

Article 20: ‘’…Zionism an illegal movement and outlaw its presence and activates.’’

In order to complete Pan-Arabism of the Middle East, the Arab League demands Israel to become an Arab-Islamic state. For this reason, the Arab League founded the PLO and for this reason, the Arab League approved Saudi Arabia’s plan to establish a ‘Palestinian Arab’ state in Israel instead of in Jordan.

The Arab League claims that Israel is sitting in the middle of the ‘’Arab homeland’’ and has therefore, masterminded a plan to make it seem as a legitimate claim to the international community. This claim is cloaked in the name of ‘’liberation’’, even a ‘’right’’ to liberate a fabricated state of ‘Palestine’ from Israel.

Palestine was never a state. Palestine, was the name of a territory or region, that included the whole area of where Jordan and Israel are presently located today.

Because Jordan is already Arab and Islamic, the Arab League is not interested in ‘’liberating’’ Palestine from Jordan- only Israel. The Arab League wasn’t even interested in Judea-Samaria (commonly called West Bank) or Gaza at the time the Palestinian National Charter was adopted in 1964. The reason for this is, at the time, Jordan was illegally occupying Judea-Samaria, giving it the name ‘’West Bank’’ and Gaza was illegally occupied by Egypt. These illegal occupations are recognized in the Charter as lands that do not need ‘’liberating’’. Article 24 states: ‘’This Organization [PLO] does not exercise any territorial sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or in the Himmah area.’’ This is particularly noteworthy because the West Bank and the Gaza Strip are now demanded by the Arab League from Israel for a ‘Palestinian state’, when only a few decades before, the League didn’t want that at all. This move proves that the Arab League is only demanding that the ‘area’ where the Jewish state has sovereignty in the Middle East, needs to be ‘’liberated’’.

This explains the quote from PLO executive committee member Zahir Mushsein on March 31, 1997, in an interview with the Dutch newspaper Trouw, in which he reveals the Arab League’s deceptive tactics: ‘’The Palestinian people does not exist. The creation of a Palestinian state is only a means for continuing our struggle against the state of Israel for our Arab unity. In reality today there is no difference between Jordanians, Palestinians, Syrians and Lebanese. Only for political and tactical reasons do we speak today about the existence of a distinct ‘’Palestinian people’’ to oppose Zionism. For tactical reasons, Jordan, which is a sovereign state with defined borders, cannot raise claims to Haifa and Jaffa. While as a Palestinian, I can undoubtedly demand Haifa, Jaffa, Beer- Sheva and Jerusalem. However, the moment we reclaim our right to all of Palestine, we will not wait even a minute to unite Palestine and Jordan’’ (Wikipedia).

Faisal Hussein (1940-2001), Fatah leader and PA minister for Jerusalem, was quoted in Al- Arabi on June 24, 2001, also verbalizing the Pan- Arab-Pan-Islamic tactic to take over the Israeli borders: ‘’If you are asking me, as a man who belongs to the Islamic faith, my answer is also ‘’from the {Jordan] river to the [Red] sea.’’ the entire land is an Islamic Waqf…’’ (Wikipedia).

This goal of Pan-Arabism over Jewish sovereignty in the Middle East is cemented into the PLO’s Palestinian National Charter of 1964, it is also cemented in the PLO’s Charter of 1968 (available from The Avalon Project at Yale Law). The Charter of 64’ states in Article 12: ‘’Arab unity and the liberation of Palestine are two complementary goals; each prepares for the attainment of the other. Arab unity leads to the liberation of Palestine, and the liberation of Palestine leads to Arab unity. Working for both must go side by side.’’ Article 13: ‘’ The destiny of the Arab Nation and even the essence of Arab existence are firmly tied to the destiny of the Palestine question. From this firm bond stems the effort and struggle of the Arab Nation to liberate Palestine. The people of Palestine assume a vanguard role in achieving this sacred national goal.’’ The Charter of 68’, Articles 12 and 13, reiterate Articles 12 and 13 of the Charter of 64’ as mentioned above.
